On December 28, 2018, the Ministry of Labor, War Invalids and Social Affairs issued Circular 40/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate and college levels for majors and professions in the fields of arts, fine arts, and languages.

To be specific, Circular 40/2018/TT-BLDTBXH regulates that fashion design at the college level is a creative profession where learners study, research, and express aesthetic styles to produce fashion works that beautify people and life, meeting the level 5 requirements in the Vietnamese National Qualifications Framework. This Circular requires the minimum knowledge volume for the fashion design industry at the college level as follows:
- Analyze fashion trends, artistic elements, principles, and layouts in costume design;- Present methods for selecting and identifying target customers, subjects, and product lines for research;- Analyze characteristics, proportions, body shapes, anthropometric measurements, and appropriate sizing systems;- Analyze the features, structure, and properties of suitable and eco-friendly fashion materials;- Present methods for creating a fashion collection, organizing and marketing fashion products;- Describe the operation process of electronic sewing equipment, maintenance, labor safety, industrial hygiene, and the 5S system;- Analyze the appearance characteristics of products, and the technical drawings of sketches;- Present the sequence and methods for pattern making, cutting, sewing various products, grading, and creating markers on computers;- Analyze some common errors in pattern designing, sample sewing, product quality inspection, causes, and remedial measures;- Evaluate the impact of colors, materials, styles, proportions, and structures on the design and sewing process of products;- Evaluate the compatibility of design samples with creative ideas, fashion trends, and market demands;- Present the product management process, display process, methods of researching and understanding customer psychology, customer care, and persuasive product introduction methods;- Analyze the procedures and methods for product quality inspection, contents in the technical standards table;- Analyze the elements that constitute product price, and methods of product cost calculation;- Analyze the management process of production units and methods of planning and organizing fashion production, and some scenarios occurring in the production unit management process;- Present basic knowledge of politics, culture, society, law, national defense, security, and physical education as prescribed.
Note: The minimum knowledge volume is 2,500 hours (equivalent to 90 credits).
