Recently, the Ministry of Culture, Sports and Tourism of Vietnam has issued the Implementation Plan for Directive 30/CT-TTg on the development of cultural industries in Vietnam.

On November 05, 2024, the Minister of Culture, Sports and Tourism of Vietnam issued Decision 3316/QD-BVHTTDL regarding the Ministry’s Plan to implement Directive 30/CT-TTg on the development of Vietnam's cultural industries.
The key tasks outlined by the Ministry of Culture, Sports and Tourism of Vietnam in the Plan to implement Directive 30/CT-TTg for the development of Vietnam's cultural industries are as follows:
(1) Tasks under the leadership of the Ministry of Culture, Sports and Tourism
- Develop and submit for approval the “Strategy for the development of cultural industries by 2030, with a vision to 2045”;
- Disseminate and enhance awareness of the position and role of cultural industries in socio-economic development;
- Develop, complete, propose necessary policies and mechanisms, and review and establish effective coordination and interconnection mechanisms for the development of cultural industries for approval by competent authorities;
- Research and develop investment plans, support by phase for certain priority fields of cultural industry, and pilot implementation by 2030 in some fields under the Ministry's management;
- Develop distinctive cultural industry products and services linked to regions, areas, and localities;
- Develop a statistical framework on cultural industries;
- Develop a database framework and digital map of cultural industries;
- Research, propose, and connect the formation of a fund to encourage creativity and develop cultural industries;
- Organize national creativity announcements for cultural industry products and services; activities honoring and awarding individuals, organizations, and enterprises with significant contributions to the development of cultural industries;
- Support, consult, and connect to build collaboration mechanisms between authors/copyright holders with organizations and individuals wishing to exploit and use works;
- Develop software systems for searching, cross-referencing, and comparing to detect and combat copyright infringements and related rights violations in cyberspace and digital environments;
- Promote exchange, cooperation, and linkages to promote the development of domestic and international cultural industry markets and products;
- Develop and supplement training plans and enhance the quality of human resources for the cultural industry sector;
- Develop specialized support and advisory programs for the development of cultural industries.
(2) Tasks led by local Departments of Culture, Sports and Tourism, Departments of Culture and Sports, and Departments of Tourism
- Coordinate with departments and sectors to advise the People's Committees of provinces and centrally-run cities to issue plans and programs to implement Directive 30/CT-TTg.
Encourage, supervise, and monitor units in implementing the Plan according to the assigned schedule; compile, submit results to the provincial People's Committees, and report to the Ministry of Culture, Sports and Tourism.
- Coordinate with departments and sectors to advise the provincial People's Committees to establish, organize, and maintain a specialized content portal on cultural industries on the province's electronic information portal (Complete before January 2026).
- Coordinate with departments and sectors to report to the provincial People's Committees on the construction of databases, statistical indicator systems, and digital transformations of cultural industries in the locality. Coordinate in implementing and executing a statistical indicator framework, updating data on the digital map about cultural industries after being issued by competent authorities.
- Propagate and enhance awareness of the position and role of cultural industries in the socio-economic development of the locality.
- Coordinate with departments and sectors to report to the provincial People's Committees on recommendations and proposals for necessary policies to promptly support businesses and workers in cultural industries in the locality.
