Guidelines for the Management of Product Quality in Household and Medical Goods

On April 27, 2018, the Ministry of Health issued Circular No. 09/2018/TT-BYT providing specific guidance on the management of product quality in household goods and medical products.

Accordingly, Circular 09 stipulates that goods in the list of exported and imported goods issued together with this Circular are managed according to the regulations in Decree 91/2016/ND-CP dated July 1, 2016, of the Government of Vietnam on the management of chemicals, and insecticidal and disinfectant preparations used in household and medical sectors.

Goods specified in the list but not yet listed with commodity codes, when imported, enterprises must provide the customs authority with full information about the imported goods regarding composition, effects, technical documentation (if any), and commit to be responsible for the declared content and to use the imported goods for the correct purpose.

Note that in cases where goods do not have codes in the list, causing difficulties or differences in determining commodity codes in the List issued together with this Circular and the Vietnam Export and Import Goods List, the Ministry of Finance (General Department of Customs) presides and cooperates with the Ministry of Health (Department of Medical Environment Management) to consider and decide on the commodity codes for export and import goods.
