Establishing management principles for the exploitation of resources and environment of reservoirs in Vietnam (Illustration)

Decree 112/2008/ND-CP stipulates the principles for managing and exploiting resources and environment in reservoirs as follows:

- The construction of reservoirs must conform to the river basin planning approved by the competent state authority;

- The resources and environment of reservoirs must be exploited and used comprehensively, efficiently, and economically, without division according to administrative boundaries. The protection of resources and the environment of reservoirs must be based on strengthening state management, institutions, laws, and the dissemination and education to raise the awareness and responsibility of the people and the reservoir community;

- The exploitation and use of resources and the environment of reservoirs must ensure reservoir safety, minimum flow, must not affect the approved objectives and tasks of the reservoir by the competent authorities, and must meet the requirements for preventing and combating degradation, depletion, water pollution, and water hazards in the reservoir basin and downstream of the reservoir;

- The planning, construction of works, and implementation of production and service activities in the reservoir protection corridor and reservoir area must not cause significant changes to the flow regime, must be suitable for the tolerance, self-purification capacity of the reservoir, and must be approved by the competent state authority.
