Circular 14/2018/TT-BGDDT has been issued by the Ministry of Education and Training, replacing Circular 14/2011/TT-BGDDT, which stipulates the standards for principals of general education institutions. This document takes effect from September 4, 2018.
According to Circular 14, the cycle and authority for evaluating principals are stipulated as follows:
1. Evaluation Cycle
- The principal self-evaluates on an annual cycle at the end of the school year;- The directly managing superior authority evaluates the principal on a biennial cycle at the end of the school year. In special cases, the superior managing authority may decide to shorten the evaluation cycle.
2. Evaluation Authority
- The Head of the Department of Education and Training presides over the evaluation of principals of primary schools, lower secondary schools, general education institutions with the highest level being lower secondary, semi-boarding ethnic minority schools, county-level ethnic boarding schools;- The Director of the Department of Education and Training presides over the evaluation of principals of upper secondary schools, general education institutions with the highest level being upper secondary, specialized schools, provincial-level ethnic boarding schools;- The Head of higher education institutions, institutes, and academies presides over the evaluation of principals of affiliated general education institutions;- The Head of the Department of Organization and Personnel presides over the evaluation of principals of affiliated general education institutions.
