Criteria for Evaluating the Incompletion of Duties by Business Managers of the Ministry of National Defense

To be specific, according to the provisions in Clause 3, Article 1 of Circular 105/2018/TT-BQP amending and supplementing Article 5 of Circular 147/2016/TT-BQP, a manager is assessed as not completing their duties when violating one of the following criteria:

- The enterprise completes less than 80% of the assigned tasks according to the production and business plans and unit construction approved by the competent authority. To be specific:- Having a target in 5 unified targets: Revenue, after-tax profit, budget contribution, average income, and/or labor productivity, after-tax profit/owner's equity reaching less than 80% compared to the approved production and business plan;- Results of financial supervision, efficiency evaluation, and enterprise classification per annum by the Ministry of National Defense for the enterprise as per Circular 48/2017/TT-BQP: The enterprise is classified C, financially unsafe (in case the enterprise is classified C, financially unsafe but the Manager has sufficient grounds to prove that the responsibility does not belong to him, he has the right to request the competent authority to consider and decide during the evaluation process);- The enterprise does not achieve the level of a comprehensively strong unit, the Communist Party committee does not achieve the level of clean and strong as per the requirements of the competent authority;- The enterprise is not considered safe according to the regulations of the Ministry of National Defense;- Being a party member who does not complete duties;- Does not implement or violates the guidelines, directions, policies of the Communist Party, laws of the State; laws on anti-corruption; practicing thrift, fighting wastefulness; does not comply or complies incompletely with the decisions of the Ministry of National Defense; regulations of the direct superior managing the enterprise;- Does not implement or violates the charter, rules, regulations of the enterprise;- The leadership, management, and direction of member units or assigned areas are not completed.
