Criteria for Assessing the Representative's Outstanding Performance

To be specific, according to the provisions of Clause 4, Article 1 of Circular 105/2018/TT-BQP amending and supplementing Article 14 of Circular 147/2016/TT-BQP, the representative who is evaluated as having completed the tasks excellently must satisfy all the following criteria:

- Complete 100% of the tasks assigned according to the program, work plan for the year approved by the Ministry of National Defense, ensuring the time and quality of the work. Specifically:- The enterprise has 5 consolidated targets, including: Revenue, pre-tax profit, budget contribution, average income and/or labor productivity, dividend rate, reaching 100% or more compared to the business production plan of the enterprise;- Results of financial supervision, effectiveness assessment, and enterprise ranking by the Ministry of National Defense for the enterprise according to Circular No. 48/2017/TT-BQP: Enterprise is ranked A, financially safe;- The representative complies with and well completes the guidelines, resolutions, and directives of the owner;- The enterprise achieves an absolute safety unit according to the regulations of the Ministry of National Defense, except for force majeure cases due to performing military, defense tasks, or due to objective reasons according to the provisions of law;- Exemplarily comply well with the guidelines, policies of the Communist Party, laws of the State; laws on anti-corruption; practice thrift, fight wastefulness; strictly comply with regulations, decisions of the Ministry of National Defense, direct management superior units of the enterprise, the Board of Directors, Board of Members, the charter, and regulations of the enterprise;- Have good political and ethical qualities; have a healthy lifestyle; standard work style; be a Party member who excellently completes tasks;- Do not cause disunity among those representing state-owned capital;- Participate in at least one social activity organized by the Ministry of National Defense or their enterprise.
