On June 30, 2020, the Ministry of National Defense issued Circular 84/2020/TT-BQP regulating the form, content, and duration of activities for reserve soldiers.

Circular 84/2020/TT-BQP stipulates the content of activities for reserve soldiers assigned to the reserve mobilization unit as follows:

- The Commune-level Military Command presides over the activities, the content includes:

- Checking the personnel; informing about the political security situation, social order and safety, and the socio-economic development situation of the locality;- Grasping the tasks of local defense and military tasks and the contents related to the building of the reserve mobilization force;- Evaluating the results, readiness to mobilize, and the completion of tasks of reserve soldiers. The activity minutes shall be made according to Form No. 05 issued together with this Circular.

- Payment of allowances for reserve soldiers assigned to the reserve mobilization unit:

- After organizing the activities as regulated at point a of this clause, the District-level Military Command organizes the payment of allowances for reserve soldiers assigned to the reserve mobilization unit. The payment of allowances is carried out according to Form No. 06 issued together with this Circular.- In case a reserve soldier is eligible for an allowance but cannot come directly to receive it and has a legitimate reason, they are authorized to have someone receive it on their behalf; the authorization paper must be certified by the Commune-level People's Committee, District-level People's Committee (where there is no commune-level administrative unit) where the reserve soldier resides or the agency or organization where the reserve soldier is working, studying, or laboring.

In addition, this Circular also stipulates the time and composition of activities for reserve soldiers assigned to the reserve mobilization unit as follows:

- Time of Activities: Every December, the Commune-level Military Command, District-level Military Command (where there is no commune-level administrative unit) organizes activities for reserve soldiers assigned to the reserve mobilization unit, and the duration of the activities is not more than half a day.- Composition of Activities for Reserve Soldiers Assigned to the Reserve Mobilization Unit, includes: Representatives of the local government, local military agencies; reserve soldiers assigned to the reserve mobilization unit.
