Ordinance on the Reserve Force 1996 was enacted on August 27, 1996. One notable aspect of this document is the regulation regarding the assembly, transportation, and handover of the reserve force.
To be specific:, pursuant to the provision of Article 22 of the Ordinance on Reserve Forces 1996, the concentration, transportation, and handover of reserve forces are regulated as follows:
Firstly, People's Committees at various levels, within the scope of their duties and powers, shall organize the concentration of reserve servicemen, technical means, transportation, and handover to the regular units of the army.
Secondly, Ministries, ministerial-level agencies, and agencies under the Government of Vietnam shall direct their subordinate levels to perform the concentration of reserve servicemen, technical means, transportation, and handover to the regular units of the army.
Thirdly, Regular units of the army shall manage the reception of reserve forces and stabilize the organization and equipment of their units.
Fourthly, Reserve servicemen are responsible for complying with conscription orders, and individuals and organizations possessing technical means must comply with mobilization, requisition, and requisition orders.
Fifthly, The location for the handover of reserve forces shall be implemented following the regulations of the Minister of National Defense. The handing-over party is responsible for ensuring food and accommodation for reserve servicemen until the handover is complete. The process of concentration, transportation, and handover of reserve forces must be carried out safely.
