This is one of the contents stipulated in Circular 33/2014/TT-BKHCN Promulgating the regulation on management of ministerial-level science and technology tasks of the Ministry of Science and Technology, issued on November 06, 2014.
Composition of the Advisory Council for Scientific and Technological Tasks (Illustration)
Article 12 of Circular 33/2014/TT-BKHCN regulates that the Minister of Science and Technology (based on the proposal of the Department of General Planning) decides to establish Advisory Councils for selecting and directly assigning the implementation of scientific and technological tasks (hereafter referred to as the Council):
- The Council shall have 07 members, consisting of a chairman, a vice-chairman, 02 reviewers, and other members; including 05 members who are reputable scientists and experts with suitable expertise, thoroughly knowledgeable about the science and technology sector related to the field of the scientific and technological task.
- The scientific secretary is a member of the Council, elected by the Council in the meeting session.
- The Council may include 01 member from the organization registering to lead the scientific and technological task; however, this member cannot hold the positions of chairman, vice-chairman, reviewer, or scientific secretary of the Council. Individuals registering to participate in the implementation of the task cannot be members of the Council.
- Experts and reviewers who have participated in the advisory council for identifying scientific and technological tasks are prioritized to be invited to join the selection and direct assignment council for corresponding scientific and technological tasks.
The Department of General Planning assigns 01 specialist (from the Internal Science and Technology Division) to be the administrative secretary to assist the Council.
At least 03 (three) working days before the Council's meeting date, the Department of General Planning is responsible for sending the scientific and technological task dossiers to the Council members. Each member writes a review and evaluation form according to the template (PL3-PNX, appropriate for each type of scientific and technological task) and sends it back to the Department of General Planning at least 01 (one) working day before the meeting date.
