On April 17, 2020, the Ministry of Finance promulgated Circular 27/2020/TT-BTC guiding the management and utilization of funds for the development of national standards and technical regulations.
The standard expenditures for the development of national standards (abbreviated as TCVN) and technical regulations (abbreviated as QCKT) are stipulated in Article 5 of Circular 27/2020/TT-BTC, specifically:

- Payment for outsourced labor for officers and experts directly drafting TCVN and QCKT (if any): The maximum amount is 20,000,000 VND per draft for TCVN and QCKT without the need for surveys or tests; the maximum amount is 45,000,000 VND per draft for TCVN and QCKT that require surveys or tests;
- Payment for the establishment of TCVN and QCKT projects submitted for approval by competent authorities: the maximum amount is 1,500,000 VND per project approved by the competent authorities;
- Payment for drafting explanations of TCVN and QCKT drafts, summarizing comments on TCVN and QCKT drafts: Applying expenditure levels as stipulated in Articles 7, 8, and 9 of Joint Circular 55/2015/TTLT-BTC-BKHCN dated April 22, 2015, of the Ministry of Finance and the Ministry of Science and Technology, guiding the development, allocation, and settlement of financial resources for scientific and technological tasks using state budget (hereinafter referred to as Joint Circular 55/2015/TTLT-BTC-BKHCN);
- Payment for research, analysis, assessment of practical conditions, study of technical documents, drafting analysis reports on survey, testing results serving TCVN and QCKT development: Applying expenditure levels as stipulated in Articles 7, 8, and 9 of Joint Circular 55/2015/TTLT-BTC-BKHCN;
- Payment for hiring domestic experts: Applying expenditure levels stipulated in Circular 02/2015/TT-BLDTBXH dated January 12, 2015, of the Ministry of Labor - Invalids and Social Affairs, which regulates salaries for domestic experts as a basis for estimating consulting service packages applying time-based contracts using state funding. The total budget estimate for hiring domestic experts shall not exceed 30% of the total budget estimate for developing TCVN and QCKT projects;
- Payment for hiring foreign experts: If there is a need to hire foreign experts, the unit shall negotiate the expert hiring fees based on job requirements, specifying the results and evaluation criteria for hiring. The total budget estimate for hiring foreign experts shall not exceed 50% of the total budget estimate for developing TCVN and QCKT projects;
- Payment for comments by members of the TCVN Technical Committee, drafting or editing teams, experts, and scientists regarding TCVN and QCKT drafts: The maximum amount is 500,000 VND per member for each TCVN and QCKT draft;
- Payment for purchasing materials, office supplies, raw materials, standards, procedures, technical documents, and technology secrets serving TCVN and QCKT drafts: Based on the workload, policies, and current standards (if any) and related quotations.
- Payment for organizing TCVN Technical Committee and drafting team meetings:- Committee Chairman: maximum 150,000 VND/person/session.- Technical Committee members: maximum 100,000 VND/person/session.
- Payment for organizing scientific seminars, specialized conferences, and comments for TCVN and QCKT drafts, as follows:- Meeting chairperson: Maximum 600,000 VND/person/session.- Participants: Maximum 100,000 VND/person/session.
- Payment for translation and proofreading documents from foreign languages to Vietnamese and vice versa: Applying expenditure levels stipulated in Clause 7, Article 4 of Circular 338/2016/TT-BTC dated December 28, 2016, of the Ministry of Finance, which regulates budget estimation, management, use, and settlement of state budget funds ensuring legislative document development and perfecting the legal system;
- Payment for survey activities, investigations serving the drafting of TCVN and QCKT: Applying expenditure levels stipulated in Circular 109/2016/TT-BTC dated June 30, 2016, of the Ministry of Finance, which regulates estimating, managing, using, and settling funds for implementing statistical surveys and national general statistical surveys;
- Payment for purchasing samples, testing, and trials domestically and internationally concerning TCVN and QCKT draft contents: Depending on the specific field, implement according to the actual requirements and corresponding supplier quotations;
- Payment for evaluating, providing feedback, or assessing by members of the Review Council, Appraisal Council for TCVN and QCKT drafts: Maximum payment is 500,000 VND per feedback report or assessment report.
- Payment for Review Council and Appraisal Council meetings for TCVN and QCKT drafts, stipulated as follows:- Council Chairman: Maximum 1,000,000 VND/person/session.- Council members: Maximum 500,000 VND/person/session.
- Payment for business trips: Implement according to the regulations in Circular 40/2017/TT-BTC dated April 28, 2017, of the Ministry of Finance, regulating business trip policies and conference expenses for state agencies and public non-business units;
- Other expenditures directly related to TCVN and QCKT drafting: Implement according to corresponding expenditure standards, norms, and policies stipulated by the Ministry of Finance.
This Circular stipulates that based on the expenditure levels stipulated in Point a, Clause 1 of this Article and budget capabilities, the special complexity or interdisciplinary nature of TCVN and QCKT, ministries, central agencies, and provincial People's Councils, based on the proposal of provincial People's Committees, may decide specific expenditure levels consistent with the State Budget Law, not exceeding the maximum expenditure levels stipulated in this Circular.
In case of expenditure items on materials, chemicals, raw materials, and testing fees without technical and economic standards issued by competent ministries, the project approving authority decides the expenditure levels and bears responsibility for their decision within the allocated budget estimation.
