On December 12, 2018, the Ministry of Finance promulgated Circular 121/2018/TT-BTC stipulating the formulation of estimates, management, usage, and settlement of funds for conducting incident response activities, ensuring network information security.
To be specific, in order to effectively carry out the work of incident response and ensure network information security, Circular 121 has specifically stipulated the levels of expenditure in this activity, as follows:
- Expenses for organizing preliminary, final, thematic conferences, workshops on incident response work, ensuring network information security, etc.: Implemented according to Circular 40/2017/TT-BTC.- Expenses for organizing international seminars in Vietnam: Implemented according to Circular 71/2018/TT-BTC.- Expenses for survey delegations to study experiences, attend international seminars abroad to supervise, coordinate, and respond to incidents, ensuring network information security: Implemented according to Circular 102/2012/TT-BTC.- Expenses to maintain the hotline of the national coordinating agency: Expenses to maintain the hotline according to lawful and valid contracts, invoices, documents; support for the person assigned to directly receive information from the hotline: 1,300,000 VND/person/month per hotline.- Expenses for training, coaching, and fostering skills, professional expertise, and specialization in coordination, incident response, ensuring network information security: Implemented according to Circular 166/2015/TT-BTC.- …
