Classification of professional certificates of seafarers in Vietnam

This content is specified in Circular No. 37/2016/TT-BGTVT of the Ministry of Transport of Vietnam specifying regulations on standards of competence and certificates of seafarer’s competency and proficiency and minimum safe manning levels for Vietnamese ships.

According to Circular No. 37/2016/TT-BGTVT of the Ministry of Transport of Vietnam, the professional certificate is classified into:

- Certificate of competency;

- Certificate of proficiency:

+ Certificate of proficiency in basic training;

+ Certificate of proficiency in special training;

+ Certificate of proficiency in professional training.

Note:

- A certificate of competency shall remain valid for 05 years from the date of issue. Where a seafarer’s remaining working period until retirement is less than 05 years, the effective period of the certificate of competency shall equal to the remaining working period of that seafarer.

- A certificate of proficiency in basic training shall remain valid for 05 years from the date of issue. Where a seafarer’s remaining working period until retirement is less than 05 years, the effective period of the certificate of proficiency in basic training shall equal to the remaining working period of that seafarer as stipulated in the legislation on labor.
