This is one of the important contents mentioned in Circular No. 37/2013/TT-BCT issued by the Minister of Industry and Trade of Vietnam providing the import of cigarettes and cigars.
Currently, the State strictly controls the import of cigarettes and cigars, moreover, the Ministry of Industry and Trade of Vietnam also promulgates the List of imported cigarettes and cigars specified in Appendix I issued together with Circular No. 37/2013/TT-BCT.
Specifically, according to Circular No. 37/2013/TT-BCT of the Ministry of Industry and Trade of Vietnam, management of cigarettes and cigars shall follow the following principles:
- Tobacco products, including cigarettes and cigars, are commodity items the consumption of which is discouraged in accordance with the World Health Organization’s Framework Convention on Tobacco Control (FCTC) to which the Social Republic of Vietnam is a contracting party. The State shall uniformly manage the import of cigarettes and cigars in accordance with Vietnam’s commitments to the World Trade Organization (WTO).
- In accordance with Vietnam’s WTO commitments on the mechanism of state trading.
- The Ministry of Industry and Trade shall designate Vietnam National Tobacco Corporation (VINATABA) to import cigarettes and cigars according to the mechanism of state trading.
