This is a notable content issued by the Minister of Public Security in Circular 67/2013/TT-BCA regulating the issuance of laissez-passers for entry and exit through border areas for Vietnamese citizens crossing the Vietnam-China border.
According to Circular 67/2013/TT-BCA, the following cases will be granted a laissez-passer for entry and exit when requested, provided they are not subject to exit restrictions as stipulated by law:

- Vietnamese citizens residing in communes, wards, and commune-level towns adjacent to the Vietnam-China border.- Officials working in state agencies located in districts, district-level towns, and cities of Vietnam adjacent to the Vietnam-China border, who are sent to the corresponding border areas of China for official business exchange.
In addition, Circular 67 also stipulates the validity period and scope of use of the laissez-passer for entry and exit:
- The laissez-passer for entry and exit as per this Circular is valid for no more than 12 months from the date of issuance and is not extendable; it can be used multiple times within the border area.- Vietnamese citizens entering China with a laissez-passer for entry and exit may conduct activities within the corresponding border area of China adjacent to Vietnam.
