Circular 08: Principles for Selecting Scientific and Technological Tasks of the Program

On May 05, 2015, the Ministry of Science and Technology issued Circular 08/2015/TT-BKHCN regulating the implementation of the bilateral and multilateral research cooperation program on science and technology until 2020 and the program for searching and transferring foreign technology until 2020.

To be specific, Circular 08/2015/TT-BKHCN stipulates that the scientific and technological tasks of the Program (hereinafter referred to as tasks) are scientific and technological tasks utilizing the state budget at the national level. The tasks include:

- Bilateral and multilateral research cooperation tasks: scientific and technological topics and projects developed jointly by Vietnamese scientific and technological organizations and foreign partners, contributing resources to organize implementation and meeting the conditions specified in Article 6.- Tasks involving the search for and support of foreign technology transfer: scientific and technological topics and projects that include technology search activities; support activities for organizations and individuals within the country to carry out technology transfer, finalize technology, conduct pilot production, and produce products.- Tasks serving the management and implementation of the Program: scientific and technological topics and projects and other activities aiming to implement the Program's objectives, content, and solutions.

The tasks of the Program are selected based on the following 03 principles:

  1. The parties participating in the implementation of the Program's tasks have equal obligations and responsibilities in carrying out related tasks, ensuring national security, and complying with Vietnamese laws, treaties, and international agreements.
  2. The tasks must align with the objectives, content, and expected products (Program Framework), the plan for implementing the Program, and the Program's budget.
  3. Priority is given to tasks implemented with foreign partners who are experienced, have strengths, and are willing to cooperate with Vietnam to address certain scientific and technological issues of interest to Vietnam.
