To be specific, according to the regulations in the Ordinance on Mobilized Reserve Forces 1996, the development of mobilized reserve forces includes:

- Registering and managing reserve soldiers and registering and managing technical equipment;- Organizing and structuring mobilized reserve units;- Managing, training, drilling, and inspecting mobilized reserve units;- Conducting Communist Party activities and political operations;- Ensuring logistics, technical equipment, and financial provision;- Preparing other necessary conditions for the readiness to mobilize reserve forces.

The registration and management of reserve soldiers are carried out according to the provisions of the Law on Military Service and the Law on Officers of the Vietnam People's Army.

The regime, procedures for registration, and management of technical equipment subject to mobilization for the regular forces of the army are defined by the Government of Vietnam.

The Government of Vietnam assigns the targets for building mobilized reserve forces and the tasks of ensuring logistics, technical equipment, and finances in the construction and mobilization of reserve forces to Ministries, ministerial-level agencies, agencies under the Government of Vietnam, and People's Committees of provinces and central cities.

The Minister of National Defense stipulates the scale, type of organization, and number of mobilized reserve units built by Ministries, ministerial-level agencies, agencies under the Government of Vietnam, and provincial People's Committees, while also allocating reserve units to the regular army units.

Based on the assigned targets and tasks, Ministries, ministerial-level agencies, agencies under the Government of Vietnam, and provincial People's Committees prepare plans to develop and mobilize reserve forces.
