At Each End of the Shared Bridge, There Must Be a Guardhouse for the Shared Bridge Guard

This is a notable content in Circular 11/2018/TT-BGTVT stipulating regulations on shared bridges and traffic in the shared bridge area, issued on March 28, 2018.

To be specific, according to Circular 11/2018/TT-BGTVT, there must be a watch house at each end of the shared bridge for the guard staff to manage traffic. The watch house must meet the following conditions:

- The position and windows of the watch house must be arranged so that the staff can clearly see people and vehicles or obstacles on the bridge while sitting in the house; they must also be able to clearly see the road segment and the railway leading to the bridge;- The watch house must not obstruct the view of railway and road vehicle operators; the nearest part of the watch house must be at least 3.5 meters (m) away from the outermost rail and road boundary; the foundation of the watch house must be the same height as or higher than the bridge surface, with railings around it; the minimum area of the watch house must be 4 square meters (m2).

Each shared bridge watch house must be equipped with sufficient and well-functioning devices. To be specific:

- Telephone for communication with the two nearest stations and between the two shared bridge watch houses;- Shared bridge barrier control device;- Road traffic signal control device;- Railway signal control device;- Automatic notification device to inform the guard staff when a train is approaching the shared bridge;- Device capable of recording and storing communications between the train dispatcher and the shared bridge guard staff;- Clock;- Other devices serving traffic management in the shared bridge area.

For watch houses on dedicated railways with train speeds less than or equal to 30 km/h, the arrangement of communication devices is decided by the dedicated railway owner but must ensure sufficient information for the guard staff to know when a train is approaching the shared bridge.
