the Government of Vietnam has just signed and promulgated Decree 102/2015/ND-CP stipulating the management and operation of airports and airfields.

According to the regulations, the planning of airports and airfields includes: Master planning for the development of the national airport system; Detailed planning of airports and airfields; Detailed construction plans for functional areas of airports and airfields.

Planning of airports and airfields must meet the requirements listed in Decree 102/2015/ND-CP, specifically:

- Conformity with the strategy, sectoral development planning, or the socio-economic development plan of the country, region, or locality;- Fulfillment of national defense and security requirements;- Meeting the development needs of the Vietnamese aviation industry, in line with the trends in international civil aviation development;- Ensuring geographical, demographic, regional development factors; policies on agricultural land use; sustainable environmental protection;- Ensuring safe and effective operation of airports and airfields.

The cost for planning airports and airfields is sourced from the state budget, sponsorship from organizations and individuals domestically and internationally, and other legitimate funds. The Minister of Transport stipulates the technical and economic norms for the preparation and publication of airport and airfield plans.
