- The Vietnam Ministry of Home Affairs has just issued Circular 03/2019/TT-BNV providing more detailed regulations on the direct recruitment of officials for individuals who possess a university degree or higher and have at least 5 years of experience in positions requiring a university degree or higher as stipulated in Article 19 of Decree 24/2010/ND-CP, amended and supplemented by Clause 11, Article 1 of Decree 161/2018/ND-CP.
