1. Dossier for issuance of a permit to transport dangerous goods of fire and explosion on road

Dossier of application and procedures for issuance of permits to transport dangerous goods of fire and explosion of categories 1, 2, 3, 4 and 9 by road motor vehicles shall comply with regulations of law. Decree 42/2020/ND-CP , including:

* Officers and soldiers assigned to handle dossiers take the following steps:

- Check the composition of the application, the content of the documents included in the application for the License to transport dangerous goods of fire and explosion by road motor vehicles;

Proposing the content, time, composition of the inspection team (if any), the draft inspection plan, the written inspection notice, the report to the leader or commander, and submit it directly to the competent person for direct management. approve, sign and send it to the applicant for a license to transport dangerous goods of fire and explosion.

In case of authorizing a lower-level police agency or unit to conduct the inspection of fire prevention and fighting safety conditions for means of transport, in the draft inspection plan, the inspection notice must be specifically show and send information to lower-level police agencies and units to organize the implementation;

Comply with the provisions of Clause 7 Article 9 of Decree No. 136/2020/ND-CP  to organize the inspection of fire prevention and fighting safety conditions for means of transport according to the contents specified in Clause 3, Article 8 of Decree No. Decree No.  136/2020/ND-CP  ;

Competent agencies grant permits to transport dangerous goods of fire and explosion as prescribed in Clause 8, Article 9 of Decree  136/2020/ND-CP  based on practicality, competence, work requirements and insurance conditions Ensure that they can authorize lower-level police agencies and units to carry out inspection of fire prevention and fighting safety conditions for means of transport according to the content specified in Clause 3, Article 8 of Decree 136/2020 . /ND-CP  and send the inspection results to the competent authority for consideration and issuance of the License to transport dangerous goods of fire and explosion according to regulations;

- Based on the results of inspection of dossiers and inspection of fire prevention and fighting safety conditions for vehicles transporting goods at risk of fire and explosion:

In case of proposal for handling dossiers : Draft License to transport dangerous goods of fire and explosion according to Form No. PC05 and logo of dangerous goods of fire and explosion according to Form No. PC01 of Appendix IX issued together with Decree No. Decree  136/2020/ND-CP  , report to the leader and commander directly to the person competent to directly manage for approval and signature.

Components of the application for signature are specified at Points a, b, c, d, dd, e and point h, Section 7. Appendix to the list of components to be submitted for signing, issued together with Circular 06/2022/TT-BCA ;

In case of proposal to refuse to handle the dossier : Draft a response, clearly stating the reason, report to the leader or commander directly, and submit it to the person competent to directly manage for approval and signature.

Components of the application for signing are specified at Points a, b, c, d, dd, g and point h, Section 7. Appendix to the list of components to be submitted for signing, promulgated together with Circular 06/2022/TT-BCA ;

- After the Permit to transport flammable and explosive dangerous goods or the written reply is approved and signed: Collect numbers and seals according to regulations;

- Hand over the license to transport dangerous goods of fire and explosion, the logo of the dangerous goods of fire and explosion or the written reply and the control sheet of the processing of records to the department returning the results.

Circular 06/2022/TT-BCA takes effect from March 5, 2022.
