Vietnam: Admission criteria by appointment

1. Subjects for admission by appointment

According to Clause 1, Article 3 and Clause 1, Article 2 of Vietnam's Decree 141/2020/ND-CP stipulating on subjects to be admitted by appointment:

Admission by appointment means admission of students by means of admission to universities, colleges, and intermediate schools, which is prescribed as follows:

- Ethnic minorities are very few people.

- Ethnic minorities in areas with extremely disadvantageous socio-economic conditions do not have or have very few ethnic minority cadres, civil servants, and public employees.

2. Admission criteria by appointment in Vietnam

Admission criteria by appointment according to Article 6 of Vietnam's Decree 141/2020/ND-CP is stipulated as follows:

(1) General standards

- Permanently residing for 05 consecutive years or more up to the year of enrollment in areas with extremely difficult socio-economic conditions; having natural parents or adoptive parents (or having either a biological father or natural mother, adoptive father or adoptive mother) who directly raised them in this area;

- Satisfying pre-qualification standards for industries and occupations requiring pre-qualification;

- Not more than 22 years old by the year of enrollment, in good health according to current regulations.

(2) In addition to the general criteria specified in (1) of this section, students who are admitted to university must meet the following specific criteria:

- High School Graduation;

- Grade the behavior of the school years of the upper secondary school with a good grade;

- Classifying academic performance in the final year of high school as good or higher;

- Having studied for 3 full years and graduated from high school at a school in the enrollment area as prescribed or at a boarding high school for ethnic minorities.

(3) In addition to the general criteria specified in (l) of this section, students admitted to colleges must meet the following specific criteria:

- High School Graduation;

- Grade the behavior of the school years of the upper secondary school with a good grade;

- Grade the academic performance of the last year of high school with an average grade or higher;

- Having studied for 3 full years and graduated from high school at a school in the enrollment area as prescribed or at a boarding high school for ethnic minorities.

(4) In addition to the general criteria specified in (1) of this section, students who are recruited for intermediate training must meet the following specific criteria:

- Having graduated from junior high school or high school;

- Grade the behavior of the last school year with a good grade or higher;

- Grade the academic performance of the last year of high school with an average grade or higher;

- Having studied for 4 years and graduated from lower secondary school or having studied for 3 years and graduated from upper secondary school at a school in the enrollment area according to regulations or at a boarding high school for ethnic minorities.

(5) Priority in recruitment and selection:

Learners who fully meet the admission criteria specified in (1), (2), (3), and (4) of this section, if falling into one of the following cases, shall be given priority in university entrance examinations, college, and intermediate in order:

- Children of martyrs, war invalids, sick soldiers, people who have certificates of persons entitled to the same policies as war invalids;

- Studying at a boarding high school for ethnic minorities;

- Successfully being admitted to universities, colleges, and intermediate schools in the year of consideration for admission;

- Having won prizes in competitions for excellent students at district level and above;

- In case a student is entitled to multiple priorities at the same time, he/she will only be entitled to the one highest priority in enrollment and election.
