What is the procedure to re-issue a postal license when it expires?

Pursuant to subsection 3, Section I, Part II of the List of administrative procedures promulgated together with Decision 882/QD-BTTTT in 2022, stipulating the order of re-issuance of postal permits upon expiration as follows:

- At least 30 days before the expiration of a postal license, a postal service provider wishing to continue its business must make an application for re-grant of a postal license and send it to the Ministry of Information and Communications. .

- After the application is received, the Ministry of Information and Communications shall re-issue the postal license within 10 working days from the date of receipt of a complete and correct application.

 - The results of handling procedures for re-issuance of postal licenses upon expiration are paid directly or via the public postal service.

Composition and quantity of applications for re-issuance of a postal license upon expiration include what?

Pursuant to subsection 3, Section I, Part II of the List of administrative procedures promulgated together with Decision 882/QD-BTTTT in 2022, the composition and number of dossiers are as follows:

- Profile composition:

+ An application for re-issuance of a postal license;

+ Business plan in the next period, if the enterprise suffers losses for 2 consecutive years;

+ The following documents, if there are any changes compared to the last application for a postal permit:

++ Form of contract for provision and use of government postal services in accordance with the provisions of the law on post;

++ Samples of logos, trademarks, special symbols or elements of the enterprise's identification system displayed on the website.

++ Postal service tariff table in accordance with the provisions of the law on post;

++ Postal service quality standards announced and applied in accordance with the provisions of the law on post;

++ Regulations on the limit of liability for compensation in case of damage, the process of customer complaint settlement, the time limit for complaint settlement in accordance with the provisions of the law on post;

+ Franchise contract with the postal service provider (if any).

- Number of documents: 01 set is original

Note:

- Enterprises submit online through the public service portal: Public service portal of How to do it: Ministry of Information and Communications (http://dichvucong.mic.gov.vn) or National Public Service Portal (https://dichvucong.mic.gov.vn) ://dichvucong.gov.vn);

- Time limit for settlement: 10 working days from the date of receipt of dossiers meeting the provisions of law.

Regulations on fees that businesses must pay to apply for a postal license when it expires?

Pursuant to subsection 3, Section I, Part II of the List of administrative procedures promulgated together with Decision 882/QD-BTTTT in 2022, the fees are as follows:

- Inter-provincial scope: 10,750,000 VND

- International arrivals: 14,750,000 VND

- International departure: 17,250,000 VND

- Two-way international: 19,750,000 VND

According to the provisions of Circular No. 25/2020/TT-BTC dated April 14, 2020 of the Ministry of Finance amending and supplementing a number of articles of Circular No. 291/2016/TT-BTC dated November 15, 2016 regulating collection rates, collection, payment, management and use of fees for assessment of postal operation conditions.

Decision 882/QD-BTTTT in 2022 takes effect from June 1, 2022.
