Based on point c, clause 1, Article 10 of Circular 40/2020/TT-BGDDT:

Salary Classification

  1. The professional titles of teaching public employees stipulated in this Circular apply the specialized salary table for officials and public employees in public service providers of the State (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:

a) The professional title of senior lecturer (Grade I) applies the salary coefficient of public employees category A3, group 1 (A3.1) from a salary coefficient of 6.20 to a salary coefficient of 8.00;

b) The professional title of main lecturer (Grade II) applies the salary coefficient of public employees category A2, group 1 (A2.1) from a salary coefficient of 4.40 to a salary coefficient of 6.78;

c) The professional title of lecturer (Grade III), teaching assistant (Grade III) applies the salary coefficient of public employees of category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98.

  1. The salary classification of professional titles is done after being appointed to the professional title stipulated in this Circular according to the guidance in clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs instructing salary classification when upgrading, transferring ranks, or changing types of officials and public employees and according to current legal regulations.

Grade 3 lecturers at public higher education institutions are subject to the specialized salary table for officials and public employees in public service providers of the State (Table 3) issued together with Decree No. 204/2004/ND-CP, specifically applying the salary coefficient of category A1 public employees, from a salary coefficient of 2.34 to a salary coefficient of 4.98.

According to clause 2, Article 3 of Decree No. 73/2024/ND-CP, the statutory pay rate is as follows:

Statutory Pay Rate

  1. The statutory pay rate is used as a basis for:

a) Calculating salary levels in salary tables, allowances, and implementing other policies according to legal regulations for subjects stipulated in Article 2 of this Decree;

b) Calculating operating fees, living expenses according to legal regulations;

c) Calculating deductions and policies enjoyed according to the statutory pay rate.

  1. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.

What are the duties of a Grade 3 lecturer at a public higher education institution in Vietnam?

Based on clause 1, Article 5 of Circular 40/2020/TT-BGDDT, the duties of a Grade 3 lecturer at a public higher education institution in Vietnam are as follows:

- Teaching, guiding, and grading theses, graduation projects; participating in teaching master's and doctoral programs and guiding, evaluating master's theses, and doctoral dissertations if meeting the standards as prescribed;

- Participating in developing and enhancing training programs;

- Leading or participating in compiling textbooks, reference books, monographs, guidebooks, and translating foreign textbooks and materials into Vietnamese (collectively called training books);

- Organizing and participating in scientific research activities; writing and participating in presenting scientific reports at conferences and scientific seminars; evaluating scientific research topics at the institutional level and student research topics; participating in international cooperation activities and ensuring the quality of higher education;

- Engaging in class supervision, academic advising, guiding discussions, practicums, experiments, and internships;

- Studying and improving political theory, professional expertise, and teaching methods; engaging in practical activities to enhance the quality of training and scientific research;

- Participating in management, Communist Party activities, unions, and performing other tasks according to the organizational and operational regulations of public educational institutions and relevant legal provisions.

What are the professional competence standards for public higher education institution lecturers in Vietnam?

According to clause 3, Article 5 of Circular 40/2020/TT-BGDDT, a Grade 3 lecturer at a public higher education institution must meet the following professional competence standards:

- Have a solid knowledge of the subjects assigned to teach and the basic knowledge of related subjects within the assigned training field;

- Understand and effectively implement the objectives, plans, content, and programs of the subjects assigned to teach; promptly grasp the practical requirements for the assigned training field;

- Lead at least one scientific and technological task at the institutional level or higher, evaluated as meeting the requirements or higher;

- Lead or participate in compiling at least one training book, evaluated and accepted by a scientific council (approved by the head of the educational institution or the competent authority) and used in training and teaching from undergraduate level upwards, compatible with the teaching field or training specialization of the lecturer with an international ISBN code;

- Be the author of at least three scientific articles published in international standard ISSN scientific journals;

- Have the capability to apply information technology and use foreign languages in fulfilling the duties of a lead lecturer;

- Public employees taking the exam or undergoing consideration for promotion from the professional title of lecturer, code V.07.01.03 to lead lecturer, code V.07.01.02 must have held the professional title of lecturer, code V.07.01.03 or equivalent for at least 9 years for those with a master’s degree and 6 years for those with a doctoral degree, including at least 1 year (12 months) holding the professional title of lecturer, code V.07.01.03 until the end of the registration period for the exam or promotion consideration.
