Based on Section 4 of the General Education Program for Literature subject issued together with Circular 32/2018/TT-BGDDT, the language competencies required for the Vietnamese Language education program at the primary level are as follows:
Read accurately, fluently, and expressively; understand the primary content of the text, mostly explicit content; initially grasp the implied content such as the theme and lessons derived from the text.
At the primary level, the reading requirement includes reading techniques and reading comprehension skills.
For students in the lower grades (grades 1 and 2), both accurate reading at an appropriate speed and understanding the simple content of the text are emphasized.
For students in grades 3, 4, and 5, more emphasis is placed on understanding specific content, the theme, and lessons derived from the text.
From grades 1 to 3, students should write with correct spelling, vocabulary, and grammar; write some sentences or short paragraphs; in grades 4 and 5, they should begin to write a complete short essay, mainly narrative, descriptive, and simple introduction essays.
Write a text retelling stories they have read, events they have witnessed or participated in, or stories they imagined; describe familiar objects or phenomena; introduce objects and activities related to students' lives.
Write paragraphs expressing feelings, thoughts after reading a story, poem, or witnessing an event that stirred strong emotions; express opinions on simple issues in study and life; write various types of texts such as autobiographies, messages, invitations, schedules, applications, etc.; initially understand the writing process; ensure that the text includes three parts (introduction, body, conclusion).
Present ideas and feelings clearly; initially use appropriate gestures and expressions when speaking; retell clearly a story from reading or hearing; share feelings, attitudes, and thoughts on the discussed issues; explain a subject or simple process.
Listen attentively and understand the basic content, recognize the speaker's emotions, and know how to respond to what has been heard.

Based on Section 4 of the General Education Program for Literature subject issued together with Circular 32/2018/TT-BGDDT, the literary competencies required for the Vietnamese Language education program at the primary level include:
Distinguish between narrative and poetic texts (paragraphs, prose, and verses); identify the content of the text and the writer's attitudes and feelings; initially understand the impact of some formal elements of literary texts (words, characters, plots, rhymes, comparisons, personification).
Know how to associate, imagine, and express literary aspects in writing and speaking.
For students in grades 1 and 2: identify who or what the text is about; recognize characters in stories, rhymes in poems; distinguish between narrative and poetic texts.
For students in grades 3, 4, and 5: know how to read literary texts expressively; retell and summarize the main content of stories and poems; comment on characters, events, and the writer's attitude and feelings in the text; recognize time and place, some types of poetic rhythms, beautiful and unique words, images, and the effects of rhetorical devices like personification and comparisons.
At the same time, understand the meanings or lessons derived from texts. Write paragraphs and essays narrating and describing emotions, and displaying imagination.
What are current objectives of the Vietnamese Language education program for primary education?
Pursuant to Section 3 of the General Education Program for Literature subject issued together with Circular 32/2018/TT-BGDDT, the current objectives of the Vietnamese Language education program for primary education are as follows:
(1) General objectives
- Cultivate and develop essential qualities in students such as patriotism, compassion, diligence, honesty, and responsibility; nurture their souls, shape their personalities, and develop their individuality.
The Literature subject helps students explore themselves and the world around them, understand people, enrich their inner lives, adopt a humane outlook on life and conduct; nurture a love for the Vietnamese language and literature; instill a sense of national origin and identity, contributing to the preservation and development of Vietnamese cultural values; foster a spirit of embracing universal cultural essences and the ability to integrate internationally.
- Contribute to the development of general competencies such as autonomy and self-learning, communication and cooperation, problem-solving, and creativity in students.
Particularly, the Literature subject helps students develop language and literary competencies: hone reading, writing, speaking, and listening skills; acquire foundational knowledge of the Vietnamese language and literature; foster imaginative and logical thinking; contribute to the fundamental education of a cultured individual; know how to produce common types of texts; know how to receive and evaluate literary texts in particular, and communication products and aesthetic values in general life.
(2) Specific objectives for the primary level
- Help students cultivate and develop essential qualities with specific manifestations: love for nature, family, and homeland; consciousness of national origins; appreciation of beauty and goodness and healthy emotions; interest in learning and labor; honesty and straightforwardness in study and life; a sense of responsibility towards oneself, family, society, and the environment.
- Help students initially develop general competencies, language skills in all reading, writing, speaking, and listening at a basic level: read accurately and fluently; understand the content and main information of texts; make connections and comparisons beyond the text; write correctly with spelling and grammar; write sentences, paragraphs, short essays (mainly narratives and descriptions); speak clearly; listen and understand the speaker's points.
Develop literary competencies with the requirements to distinguish poetry from prose, know how to read poetry and prose; appreciate the beauty of artistic language; have an imagination, understand, and be moved by the goodness and beauty of people and the world as depicted in literary texts.
