Under Article 13 of Circular 22/2021/TT-BGDDT, the regulations are as follows

Training during summer break

1. A student with Unqualified training results for the whole school year must undergo training during summer break.

2. Forms of training during summer break shall be decided by principals.

3. Based on forms of training during summer break, class advisors shall assign summer training tasks to students and inform students’ parents. At the end of the summer, if training tasks are considered completed by class advisors (reports on training progress and results must be produced and bear signatures of students' parents), class advisors shall request principals to conduct re-assessment of training results of the entire school year of students. Re-assessment results shall be used in place of training results of the entire school year which are used for considering grade advancement under Article 12 hereof.

Under Article 14 of Circular 22/2021/TT-BGDDT, the regulations are as follows:

Re-examination and re-assessment of subjects during summer break

Students who are ineligible for grade advancement while obtaining Qualified training results for the entire school year and Unqualified learning results for the entire school year may receive re-assessment of learning results of subjects in which the students achieve Unqualified results (for subjects assessed via feedback) and subjects with DTBmcn less than 5.0 (for subjects assessed via both feedback and scores). Re-assessment results of a subject shall be used in place of learning results for the entire year of respective subject for considering grade advancement under Article 12 hereof.

According to Clause 2, Article 8 of Circular 22/2021/TT-BGDDT, the regulations on assessing students' training results are as follows:

b) Training results of students in the entire school year

- Excellent: a student is placed in Excellent category in the 2nd semester and in Good category or higher in the 1st semester.

- Good: a student is placed in Good category in the 2nd semester and Qualified category or higher in the 1st semester; or Qualified category in the 2nd semester and Good category in the 1st semester; or Good category in the 2nd semester and Qualified category or Unqualified category in the 1st semester.

- Qualified: a student is placed in Qualified category in the 2nd semester and Good, Qualified, or Unqualified category in the 1st category; or Good category in the 2nd semester and Unqualified in the 1st semester.

- Unqualified: other cases.

Thus, starting from the 2024-2025 academic year, the concept of the average student no longer exists. However, an average student must have annual training results rated Qualified or higher and meet the conditions for grade advancement.

According to the regulations, students with annual training results rated as Unqualified must undergo training during the summer break. Therefore, average students do not have to undergo training during the summer break.

Who is responsible for assessment of training results of students during summer break in Vietnam?

Article 20 of Circular 22/2021/TT-BGDDT provides regulations on the responsibilities of the homeroom teacher as follows:

Responsibilities of the Homeroom Teacher

1. Assist principals in managing assessment of students according to this Circular.

2. Verify revision of scores and/or assessment categories of subject teachers; consolidate training and learning results of students in each semester and the entire school year in student monitor and assessment records (by classes) and education records.

3. Assess training results of each semester and the entire school year of students; produce lists of students eligible for grade advancement, re-assessment of specific subjects, training during summer break, class retention, and commendation.

4. Record or fill assessment results of each student in student monitor and assessment records (by classes) and education records:

a) Feedback on training and learning results of students; assessment category of training and learning results of students.

Thus, the homeroom teacher is responsible for the assessment of training results of students during summer break.

Will the assessment results of training results of upper secondary school students in Vietnam be recorded in the education records?

According to the guidelines for using education records of upper secondary school students issued with Circular 22/2021/TT-BGDDT, the instructions are as follows:

3. Homeroom Teacher

- Receive and hand over education records to the school office.

- Oversee the recording of the average subject scores or the level of study assessment of students by subject teachers.

- Fully record the information on page 1, the front section of the subsequent pages, comments on students' conduct and study results for each academic year.

- Record the overall assessment results; the re-assessment level of subjects or additional training during the summer break (if any); assess the completion level of the tasks for students who need additional training during the summer break (if any).

- Record whether promoted or not; complete or incomplete high school program; certificates (if any), competition results (if any), awards (if any).

- Record comments on progress, significant strengths, primary limitations, and notable behaviors of students during conduct and study; issues needing additional support during conduct and study.

Thus, the assessment results of training results of upper secondary school students in Vietnam be recorded in the education records by the homeroom teacher.
