What are duties of primary school homeroom teachers in Vietnam?

Based on Article 4 of the Regulations on working policies for general education teachers issued together with Circular 28/2009/TT-BGDDT, in addition to the duties of teachers, primary school homeroom teachers have the following additional duties:

- Understand and grasp the overall situation of students in the class to organize educational activities suited to the characteristics of each student to promote individual and class progress;

- Closely coordinate with the students' families, actively cooperate with other subject teachers, the Ho Chi Minh Communist Youth Union, the Ho Chi Minh Young Pioneer Organization, other unions, and social organizations involved in teaching and educating the students of their homeroom class;

- Evaluate and rank students at the end of each semester and academic year, recommend rewards and disciplinary actions, propose lists of students to advance to the next grade, students needing retests, those requiring additional conduct training during summer break, and those being retained. Complete the entries in the grade book and the student record book;

- Participate in guiding group activities, educational activities, and student training organized by the school;

- Provide periodic or extraordinary reports to the Principal on the class situation.

What is the teaching period quota for primary school homeroom teachers in Vietnam?

Based on Article 6 of the Regulations on working policies for general education teachers issued together with Circular 28/2009/TT-BGDDT:

Teaching Period Quota

The teaching period quota is the number of theoretical or practical periods each teacher must teach per week. To be specific:

  1. The teaching period quota for primary school teachers is 23 periods, for lower secondary school teachers it is 19 periods, and for upper secondary school teachers it is 17 periods;
  1. The teaching period quota for teachers at boarding general education schools for ethnic minorities is 17 periods for lower secondary and 15 periods for upper secondary;

The teaching period quota for teachers at semi-boarding general education schools for ethnic minorities is 21 periods for primary and 17 periods for lower secondary;

The teaching period quota for teachers at schools or classes for disabled or handicapped individuals is 21 periods for primary and 17 periods for lower secondary.

  1. Teachers serving as the Head of the Ho Chi Minh Young Pioneer Organization at first-class schools teach 2 periods a week, at second-class schools teach 1/3 of the teaching period quota, and at third-class schools teach 1/2 of the teaching period quota for teachers of the same educational level. The classification of general education schools follows current regulations.

Additionally, Article 8 of the Regulations on working policies for general education teachers issued together with Circular 28/2009/TT-BGDDT stipulates:

Policy on Teaching Period Reduction for Teachers Concurrently Performing Specialized Duties

  1. Primary school homeroom teachers receive a 3-period reduction per week, and lower and upper secondary school homeroom teachers receive a 4-period reduction per week.
  1. Homeroom teachers at boarding general education schools for ethnic minorities at lower and upper secondary levels receive a 4-period reduction per week. Homeroom teachers at specialized, semi-boarding schools receive a 4-period reduction per week. Homeroom teachers at schools or classes for disabled or handicapped individuals receive a 3-period reduction per week.
  1. Teachers concurrently in charge of specialized subject rooms receive a 3-period reduction per subject per week.
  1. Teachers concurrently responsible for school-wide activities in music, physical education, school gardens, school workshops, equipment rooms, or libraries (if these roles do not have dedicated staff) are eligible for a 2 - 3 period reduction per week depending on the workload and decided by the principal.
  1. Subject team leaders receive a 3-period reduction per week.

Hence, the teaching period quota for primary school teachers is 23 periods; if primary school teachers concurrently serve as homeroom teachers, they receive a 3-period reduction per week.

Therefore, the teaching period quota for primary school homeroom teachers is 20 periods per week.
