In Vietnam, what does the content of the school's CPV cell meeting in December 2024 include?

According to Section 2, Part 2 of Guidance 12-HD/BTCTW 2018, the content of the monthly CPV cell meeting is regulated as follows:

(1) For regular meetings

Based on the Charter of the Communist Party of Vietnam, the orientation of the higher level, the situation, characteristics of the CPV cell, and the results of political tasks, the monthly CPV cell meeting includes the following main contents:

- Regarding political and ideological work

+ Select domestic and international current affairs, local, agency, unit issues that are closely related and aligned with the functions and tasks of the CPV cell to disseminate and discuss.

+ Promptly announce policies and documents of the Communist Party, State, the committee, party organizations, government, Fatherland Front, and political-social organizations at all levels that need to be communicated to the CPV cell.

+ Assess the ideological status of communist party members and the masses under the leadership of the CPV cell; issues that the CPV cell needs to focus on. Timely orient perceptions and ideologies for communist party members.

- Regarding the implementation of political tasks

+ Assess the results of leadership in performing political tasks of the CPV cell in the month and the performance of communist party members; clearly identify strengths, limitations, shortcomings, and reasons to propose remedial measures.

+ Assess the implementation of the Central Resolution 4, 11th term on urgent issues in current CPV building, the Central Resolution 4, 12th term on strengthening CPV building and rectification, preventing and reversing the deterioration in political ideology, ethics, lifestyle, and manifestations of "self-evolution", "self-transformation" within, associated with the implementation of Directive 05-CT/TW of the Politburo issued 2021 on promoting education and following the ideology, ethics, and style of Ho Chi Minh.

+ communist party members, especially leaders, to review and assess their performance based on commitments under the Central Resolution 4, 12th term; on what communist party members should not do and the responsibility to set examples according to regulations of the Central Committee and the Politburo; on fighting against position-seeking and individualism, bureaucracy, distancing from the masses.

+ Results of leadership over the government and political-social organizations.

+ Identify tasks for the CPV cell for the next month and plans for leadership and direction; assign tasks to communist party members.

(2) For thematic meetings

Based on directives, resolutions, and orientations of the higher level, the situation, and characteristics of the CPV cell, thematic meetings are held at least once a quarter, focusing on the following matters:

- Regarding studying and following the ideology, ethics, and style of Ho Chi Minh as guided by the Central and upper-level party committees.

- Regarding measures to enhance political theory, professional expertise, and working capacity for officials and communist party members.

- Regarding implementing directives, resolutions, regulations of the Communist Party, and State law directly related to the leadership and direction of the CPV cell.

- Regarding solutions to prevent, remedy, correct signs of deterioration in political ideology, ethics, lifestyle, and manifestations of "self-evolution", "self-transformation" in the CPV cell.

- Regarding CPV building, constructing a strong political system, building strong agencies and units; fighting against corruption, wastefulness, negativity, bureaucracy, distancing from the people, individualism in localities, agencies, and units.

- Regarding improving the quality and efficiency of professional work in agencies and units.

- Regarding educating revolutionary traditions, the traditions of localities, agencies, and units for officials and communist party members.

- Other contents based on the characteristics of each type of CPV cell.

What are the criteria for assessing the quality of the school's CPV cell meetings in Vietnam?

Based on Section 3, Part 2 of Guidance 12-HD/BTCTW 2018, several framework criteria are provided as a basis for issuing criteria for assessing the quality of the school's CPV cell meetings in Vietnam, including:

(1) The rate of communist party members attending CPV cell meetings

The attendance rate of communist party members should be over 85%, with no member absent without a reason or with a reason for more than three consecutive times in a year (except those exempt from work and party activities according to regulations and communist party members in armed forces on special missions).

(2) Preparation work for the CPV cell meeting

- The CPV cell secretary or deputy secretary directly prepares the content for the meeting.

- Convene the CPV executive committee (secretary, deputy secretary in places without an executive committee) before the CPV cell meeting.

- The content of the meeting is prepared correctly and fully according to guidance from the upper-level committee; identify key issues for discussion and resolution by the CPV cell leadership, especially urgent emerging local, agency, or unit issues.

- Draft a resolution for the CPV cell.

(3) Organization of the CPV cell meeting

- The timing of the meeting conforms to the authority of the competent committee.

- Conduct the meeting content and sequence in full as prescribed. The method of leadership by the presiding officer should be flexible and effective.

- Commend outstanding communist party members of the month; remind and criticize communist party members who have not fulfilled assigned tasks, those who do not adhere to annual self-training commitments, or those having shortcomings in policy and resolution implementation, but not to the extent of disciplinary actions (if any).

- Many communist party members should participate in discussion.

- Meeting duration: Must ensure at least 90 minutes. If combined with a thematic meeting in the same session, ensure at least 120 minutes. For CPV cells with very few communist party members, the competent committee specifies the duration.

- The minutes of the CPV cell meeting should be recorded fully, capturing the meeting's proceedings and be stored, maintained for long-term reference and traditional education for communist party members.

(4) Implementing principles of organization and CPV meetings

- Democratic centralism principles in CPV cell meetings mus be complied with.

- The executive committee and communist party members must be serious and genuinely open to criticism and self-criticism.

- Leadership quality, educational nature, and combativeness in meetings must be followed. It is required to firmly oppose achievement orientation, complacency, reluctance to criticize, avoidance of friction, and lack of courage in defending truths or fighting against wrongdoings.

(5) Results in implementing the CPV cell's conclusions or resolutions

The CPV cell's conclusions or resolutions should be led and organized for effective implementation.
