Rules of the Eye Care and Vision Impairment Prevention Contest for Students in 2024


I. OBJECTIVES - REQUIREMENTS:

- Create a healthy playground to promote thinking ability and enhance awareness about eye care and vision impairment prevention for students.

- Contribute to improving the efficiency of health care work for students in primary and lower secondary schools.

- The contest is launched and organized in 100% of primary and lower secondary schools nationwide in the school year 2024-2025. The contest results are not a factor for priority consideration or evaluation for final-grade students or the annual academic and behavior rating of students.

II. PARTICIPANTS, CONTENT, AND FORMAT:

- Contest name: Eye Care and Vision Impairment Prevention Contest for Students.

- Participants: Students from primary and lower secondary schools nationwide (including non-public schools) for the 2024-2025 academic year.

- Content:

+ Knowledge of eye care and vision impairment prevention for students. To be specific:

Structure and function of the eyes.

School refractive errors (e.g., myopia, hyperopia, astigmatism) and some preventive measures.

Common eye diseases in students.

Eye injuries, initial first aid measures, and prevention.

+ The above contents are compiled into a multiple-choice question bank, and based on this bank, the software system will structure the exam with 30 multiple-choice questions.

- Format:

+ Students (contestants) will take the online test consisting of 30 multiple-choice questions through the website software at http://matsanghochay.moet.gov.vn.

+ Contestants must register and log in to participate in the contest.

+ Contestants think and answer directly to the 30 multiple-choice questions provided by the system software.

+ The maximum allowed time is 30 minutes, and each contestant is allowed to take the test only once.

+ The system will automatically record the results, the number of correct answers, and the actual time once the contestant completes the test.

- Organization time:

+ Launching the contest: from November 15, 2024, to November 25, 2024.

+ Testing time: from November 25, 2024, to December 15, 2024.

+ Marking time: from December 15, 2024, to December 25, 2024.

+ Summary and award time: from December 25, 2024, to December 31, 2024.

- Reference materials:

+ Eye Care and Blindness Prevention Materials for primary and lower secondary school students and teachers issued under Decision 1078/QD-BGDDT 2020.

+ School eye care guidelines compiled by the Preventive Medicine Department, Ministry of Health.

+ Guidelines for school health staff on eye care and vision impairment prevention for children in preschool facilities issued under Decision 56/QD-BGDDT 2023.

+ Other related eye care materials issued by the Ministry of Health and the Ministry of Education and Training.

III. METHOD OF AWARD EVALUATION AND AWARD STRUCTURE

What are the rights of lower secondary school students in Vietnam?

According to Article 35 of the lower secondary school, upper secondary school and multi-level school charter issued under Circular 32/2020/TT-BGDDT, lower secondary school students in Vietnam have the following rights:

1. Receive comprehensive education with fairness, be provided with time, facilities, hygiene and safety to learn in class and self-learn at home, be informed of their education and training, and be able to use learning, cultural and sport equipment of their schools as per the law.

2. Receive respect, protection and fair and democratic treatment, complain to their schools and education authorities about decisions concerning themselves; transfer school with legitimate reason as per existing regulations; enter school before the compulsory entry age, skip a grade and study at an age higher than the compulsory attendance age according to regulations in Article 33 of this charter.

3. Participate in activities for development of their gifts in academic subjects, sports and art organized by their schools if able to.

4. Students eligible for social benefits, disadvantaged students and gifted students may receive sponsorship or other benefits as per the law.

5. Transfer school if eligible according to regulations following school transfer procedures stipulated by the Minister of Education and Training.

6. Enjoy other rights as per the law.

What is the entry age for lower secondary education in Vietnam?

According to Article 28 of the Law on Education 2019, the regulations on educational levels and entry ages are as follows:

Educational levels and entry ages

1. Educational levels and age groups of general education are regulated as follows:

a) Primary education lasts for 05 school years, from the first to the fifth grade. The entry age for the first grade is 06;

b) Lower secondary education lasts for 04 school years, from the sixth to the ninth grade. Students must complete the primary educational programme before entering the sixth grade. The entry age for the sixth grade is 11;

c) Upper secondary education lasts for 03 school years, from the tenth to the twelfth grade. Students must complete the lower secondary educational programme before entering the tenth grade. The entry age for the tenth grade is 15;

Thus, lower secondary education lasts for 04 school years, from the sixth to the ninth grade. Students must complete the primary educational program before entering the sixth grade. The entry age for the sixth grade is 11.

Thus, the entry age for lower secondary education is 11.
