CHARACTERISTICS OF THE SUBJECT
English is a mandatory subject in the general education program from Grade 3 to Grade 12. As one of the tool subjects in general schools, English not only helps students form and develop English communication skills but also contributes to forming and developing general competencies to live and work more effectively, to better learn other subjects and to study lifelong.*

What are the perspectives for developing the General Education Program for English in Vietnam?
Under Section 2 of the General Education Program for English as issued with Circular 32/2018/TT-BGDDT as follows:
PERSPECTIVE ON PROGRAM DEVELOPMENT
1. The general education program for English complies with the regulations stated in the overall general education program of the Ministry of Education and Training, including general orientations regarding perspective, objectives, required achievements, educational planning, and orientations for educational content, teaching methods, evaluation of learning outcomes, and program implementation conditions.
2. The general education program for English is developed from the perspective of communication competence as the goal of the teaching process; language knowledge as a means to form and develop communication skills through listening, speaking, reading, and writing. In primary school (Grade 3-5), priority is to be given to developing the two skills of listening and speaking. In lower secondary schools, the skills of listening and speaking continue to be developed, and through combined practice, skills advance to equally develop all four skills—listening, speaking, reading, writing—in upper secondary school.
3. The general education program for English is designed based on a system of topics and themes that are closely related to each other, meaningful and appropriate to the learning and living environment of students, suitable for developing communication skills according to the required achievements for each educational level. The system of topics and themes reflects culture that needs to be both national and international; the teaching content needs to be selected and can be repeated, expanded over the school years in a spiral manner to strengthen and develop students’ communication skills. Through the implementation of the system in the program, students can also be equipped with the content of other subjects at a suitable and feasible level.
