Circular 27/2023/TT-BYT: What are the regulations on scope of activities for health examination and treatment of Village health workers in Vietnam?
On December 29, 2023, the Ministry of Health issued Circular 27/2023/TT-BYT regulating the standards, functions, duties, scope of activities for health examination and treatment, and the content of specialized training for Village health workers and Village midwives.
Circular 27/2023/TT-BYT stipulates the standards, functions, duties, scope of activities for health examination and treatment, and the content of specialized training for Village health workers and Village midwives.
Circular 27/2023/TT-BYT applies to:
- Health workers providing initial health care services in villages, hamlets, and residential areas as regulated in Article 2 of Circular 04/2012/TT-BNV (hereinafter referred to as "Village health workers").
- Health workers in villages providing maternal and child health care services in ethnic minority and mountainous areas; areas with particular difficulties such as flat areas, coastal areas, and islands (hereinafter referred to as "Village midwives").
- Relevant agencies, organizations, and individuals.
- Circular 27/2023/TT-BYT does not apply to collaborators of health programs and projects.

What are the standards for training and professional qualifications of Village health workers in Vietnam from January 1, 2024?
Pursuant to the provisions of Article 2 of Circular 27/2023/TT-BYT stipulates as follows:
Standards for Village health workers and Village midwives
1. Training and professional qualifications: Village health workers and Village midwives must meet one of the following criteria:
a) Completion of a program (with certification) based on the content of specialized training as prescribed in Article 6 of this Circular.
b) Possess professional qualifications in medicine (doctor, physician, nurse, midwife) at the intermediate level or above.
2. Voluntary participation as Village health workers or Village midwives.
3. Have sufficient health condition to perform the designated tasks.
Therefore, based on the above regulations, Village health workers in villages must meet one of the following standards for Training and professional qualifications:
- Completion of a program (with certification) based on the content of specialized training as follows:
+ For Village health workers: the content of specialized training is specified in Appendix 03 issued with this Circular, with a minimum training duration of three (03) months.
+ For Village health workers concurrently performing Village midwife duties: the content of specialized training is specified in Appendix 05 issued with this Circular, with a minimum training duration of three (03) months.
- Possess professional qualifications in medicine (doctor, physician, nurse, midwife) at the intermediate level or above.
What are the tasks of Village health workers in Vietnam?
According to the regulations in Clause 1, Article 3 of Circular 27/2023/TT-BYT, Village health workers have the following tasks:
(1) Participating in primary healthcare and medical activities in villages, hamlets, including:
- Disseminating and promoting knowledge, education, guidance, and counseling to the people in villages and hamlets on healthcare; prevention and control of health risk factors; environmental sanitation; food safety; prevention and control of malnutrition, HIV/AIDS, non-communicable diseases, community epidemics; prevention and mitigation of the impact of climate change and environmental pollution;
- Identifying, participating in monitoring, and reporting on the situation of epidemics, infectious diseases, non-communicable diseases, foodborne illnesses, emerging diseases in villages and hamlets;
- Coordinating the implementation of health programs and projects in villages and hamlets;
- Instructing people on cultivating and using herbal medicine at home to prevent and treat common symptoms and diseases;
- Participating in implementing movements for disease prevention, food safety, and community health improvement;
- Participating in guiding the establishment of a comprehensive health profile and managing the health of the population in the area;
- Participating in training courses, workshops, and professional development to update knowledge and improve skills;
- Participating in regular meetings with commune health stations;
- Timely and fully reporting as instructed by the commune health stations.
(2) Participating in the healthcare of mothers and children, including:
- Disseminating and mobilizing women's hygiene, antenatal care, proper nutrition, and eliminating harmful practices for the health of mothers and children; encouraging pregnant women to register for antenatal care, prenatal check-ups, tetanus vaccination, seeking medical care for childbirth, and taking children for complete vaccinations according to their age, promoting breastfeeding;
- Reporting on the list and number of children in the village or hamlet; compiling a list of pregnant women and a list of children eligible for vaccination according to regulations, monitoring the occurrence of complications after vaccination;
- Instructing people to use tools for monitoring and caring for the health of mothers and children in both paper and electronic formats;
(3) Participating in medical examination and treatment in villages and neighborhoods as detailed in Clause 2, Article 3 of Circular 27/2023/TT-BYT.
