Will Vietnam complete the objectives of administering vaccine for children from 5 to under 12 years old before September 2022?

Hello Lawnet! On March 17, 2022, the Government of Vietnam issued Resolution 38/NQ-CP has promulgated the Covid-19 prevention and control program. In which, the objectives of completing the Covid-19 vaccination for children from 5 to under 12 years old before September 2022 are mentioned. What are the specific objectives of the Covid-19 Prevention and Control Program?

To ensure the effective epidemic control and control the rate of spread in the community to maximize the protection of the people’s health and lives; minimize severe cases and deaths caused by the COVID-19 epidemic; restore and develop the economy and society. The government of Vietnam has given specific objectives as follows::

Ensure the coverage rate of COVID-19 vaccines in Vietnam

According to the instructions in subsection 2, section II of the Covid-19 prevention and control program issued together with Resolution 38/NQ-CP in 2022, giving the objectives of ensuring the coverage rate of COVID-19 vaccines as follows:

"2. Specific objectives

a) Ensure the coverage rate of COVID-19 vaccines

- By the end of the first quarter of 2022: complete the 2nd vaccination shot for people from 12 to under 18 years old and the 3rd vaccination shot for people from 18 years old or order up to the vaccination schedule, except for people subject to contraindications.

- Ensure sufficient vaccines and complete the vaccination for children from 5 to under 12 years old before September 2022."

Control the spread of the COVID-19 epidemic in Vietnam

According to the guidance in subsection 2, section II of the Covid-19 prevention and control program issued together with Resolution 38/NQ-CP in 2022, the objectives of controlling the spread of the Covid-19 epidemic as follows:

"II. OBJECTIVES

2. Specific objectives

b) Control the spread of the COVID-19 epidemic

- All authorities at various level shall have their scenarios for COVID-19 prevention and control.

- All people shall comply with appropriate measures to prevent and control the epidemic; all agencies, organizations, and enterprises shall assess infection risks and update and report the result.

- Have strategies to supervise and detect SARS-CoV-2 cases flexible and suitable for the development of the epidemic in each stage.

- Reduce the death rate per 1 million people caused by COVID-19 to below the average rate of Asia."

Improve the capability, medical equipment and preferential policies suitable for forces participating in the Covid-19 prevention and control

According to the instructions in subsection 2, section II of the Covid-19 prevention and control program, issued together with Resolution 38/NQ-CP in 2022, the objectives of improving the capability, medical equipment and preferential policies suitable for forces participating in the Covid-19 prevention and control as follows:

"II. OBJECTIVES

c) Improve the capability of the healthcare system, especially preventive health care and grassroots health care; increase investments in equipment for healthcare facilities, promulgate preferential policies suitable for those performing tasks of preventive health care and grassroots health care; improve the quality of emergency treatment and intensive care at medical examination and treatment facilities at all levels

- 100% of provincial-level disease control centers, district-level healthcare centers, commune-level healthcare stations, health care in detention facilities, and infirmaries in units of the armed force shall have their capability strengthened to perform specialized tasks in preventing and controlling the epidemic.

- Ensure the number of intensive care beds available at medical examination and treatment facilities at district-level or higher under the guidance of the Ministry of Health; have plan to mobilize and assign healthcare facilities in the surrounding area (including non-public healthcare facilities) to participate in the COVID-19 prevention and control (including treatment activities).

- 100% of COVID-19 patients suffering from serious and severe development shall receive treatment and health care as per regulation.

- Organize the implementation of remote medical examination and treatment as per regulation to increase the ratio of access to medical examination and treatment of COVID-19 patients and those who do not have access to medical examination and treatment facilities due to the COVID-19 epidemic."

Protect groups that are vulnerable to the COVID-19 epidemic in Vietnam

According to the guidance in subsection 2, section II of the Covid-19 prevention and control program issued together with Resolution 38/NQ-CP in 2022, the objectives of protecting groups that are vulnerable to the COVID-19 epidemic as follows:

"II. OBJECTIVES

d) Protect groups that are vulnerable to the COVID-19 epidemic

All vulnerable subjects such as elderly people, people with underlying conditions, people with disabilities, pregnant women, homeless people, orphans, ethnic minority people, groups of migrant workers in urban areas, etc. shall receive the assurance for access to healthcare services."

Ensure information and communication in service of the epidemic prevention and control in Vietnam

According to the guidance in subsection 2, section II of the Covid-19 prevention and control program issued together with Resolution 38/NQ-CP in 2022, the objectives of ensuring information and communication in service of the epidemic prevention and control as follows:

"II. OBJECTIVES

dd) Ensure information and communication in service of the epidemic prevention and control

- Take the initiative in orienting public opinions; ensure the sufficient, accurate, and timely provision of information about measures to prevent and control the epidemic for people so they can understand and agree, creating social trust in the organization of implementation.

- All agencies, organizations, and enterprises shall use QR codes to manage information of entering and exiting people and guide the people to provide information at the request of competent authorities for epidemic prevention and control.

- 100% of vaccination, testing, and treatment facilities shall fully and timely update information on vaccination, testing, and treatment results of individuals."

Ensure the epidemic prevention and control while restoring, developing the economy and society, and stabilizing people's life

According to the guidance in subsection 2, section II of the Covid-19 prevention and control program issued together with Resolution 38/NQ-CP in 2022, the objectives of the epidemic prevention and control while restoring, developing the economy and society, and stabilizing people's life as follows:

"II. OBJECTIVES

e) Ensure the epidemic prevention and control while restoring, developing the economy and society, and stabilizing people's life

- 100% of people shall perform measures to prevent and control the epidemic in accordance with regulations of competent authorities.

- 100% of agencies, organizations, and enterprises shall proactively implement appropriate plans for preventing and controlling the epidemic.

- 100% of education and training institutions shall safely perform measures to prevent and control the epidemic; organize direct learning or online learning under the guidance of the Ministry of Education and Training."
