Who is Given Priority in Hiring Tax Officials?
According to Announcement 412/TB-TCT in 2023 regarding priority policies in tax officials recruitment implemented in accordance with Article 5 of Decree 138/2020/ND-CP, individuals given priority in tax officials recruitment include:
- Heroes of the Armed Forces, Labor Heroes, war invalids, individuals entitled to policies as war invalids, and Category B war invalids: Awarded 7.5 points added to the result of the second round;
- Ethnic minorities, military officers, police officers, professional soldiers returning to civilian life, individuals in the cryptography sector transferring to different fields, graduates in reserved officer training, graduates in training for chief positions in the commune military command committee who have been granted reserved officer status and registered for the reserved officer rank, children of martyrs, children of war invalids, children of patients, children of individuals entitled to policies as war invalids, children of Category B war invalids, biological children of individuals affected by chemical agents due to warfare, children of Heroes of the Armed Forces, and children of Labor Heroes: Awarded 5 points added to the result of the second round;
- Individuals who have completed military service, public security service, or youth volunteer service: Awarded 2.5 points added to the result of the second round.

What Does the Tax Official Exam 2023 Include?
According to Announcement 412/TB-TCT in 2023 candidates participating in the official recruitment exam must go through 2 rounds of exams as specified below:
Round 1:
- Exam format: Multiple-choice exam conducted on a computer.
- Exam content and duration: Consists of 2 parts.
Part I: General knowledge (60 questions, 60 minutes) about the political system, organizational structure of the Communist Party, the State, political-social organizations; state administrative management; officials, civil service; the Communist Party's guidelines, and the State's legal policies on recruitment fields; responsibilities, and duties of officials according to the requirements of the position.
Part II: Foreign language, English exam (30 questions, 30 minutes) according to Vietnam's foreign language competency framework:
+ Level 3 for Specialist rank;
+ Level 2 for Tax Inspector rank.
The result of the first round is determined based on the number of correct answers for each part, if the candidate answers 50% or more of the questions correctly for each part, they are eligible to proceed to the second round.
No re-examination will be conducted for the first-round test results on the computer.
Round 2:
- Exam format: Written exam
- Exam duration: 180 minutes
- Exam content:
+ Candidates applying for Specialist positions in technical and professional fields, Junior Specialist positions, Tax Inspector rank, and Intermediate Tax Inspector rank: Knowledge about taxes (Value Added Tax, Corporate Income Tax, Personal Income Tax) and the Tax Administration Law.
+ Candidates applying for Specialist positions in basic construction management: Knowledge about investment construction project management; investment construction project cost management; construction project quality management.
+ Candidates applying for Specialist positions in Party-related work: Party work, office of the Party Committee; training and development of Party members.
+ Candidates applying for Specialist positions in information technology: Knowledge about information technology (computer engineering; computer science; software engineering - computer networks and communications); knowledge about Windows operating systems; database administration; use of Office 2010 applications (mainly Microsoft Excel and Microsoft Word).
+ Candidates applying for Document Officer rank, Intermediate Document Officer rank: Knowledge about archival science and office administration; document and office administration; documentation and archiving.
Who is Exempt from the Foreign Language Exam in the Tax Officials Recruitment?
Regarding the exemption from the foreign language exam as specified in Announcement 412/TB-TCT in 2023, it is implemented according to Clause 1, Article 8 of Decree 138/2020/ND-CP, dated November 27, 2020, of the Government of Vietnam, stating the cases eligible for exemption from the foreign language exam include:
- Possessing a degree in a foreign language major at the same level of training or higher compared to the level of professional training required for the position;
- Holding a degree at the same level of training or higher compared to the level of professional training required for the position awarded by a foreign educational institution and recognized in Vietnam as per regulations;
- Having a certificate in a minority language or being a minority language speaker, in case of recruitment into official work in minority regions.
