“I. TRAINING OBJECTS
Health officials and individuals who have training needs according to the professional title standards of the Public Health profession.
II. OBJECTIVES AND REQUIREMENTS OF THE PROGRAM
1. Goals
1.1. General objective
Equip general knowledge on state management, update and improve professional knowledge and skills in order to improve the quality of public health officials to meet the standards of public health profession titles, contribute to improving the quality of care, protecting and improving people's health.
1.2. Detail goal
After completing the program, students can:
1) Analyze the basic knowledge of state management applied in the field of health management, care, protection and improvement of community health;
2) Apply the necessary skills to participate in planning, proposing solutions, implementing, monitoring and evaluating community health care activities and programs;
3) Update knowledge and develop professional skills associated with the responsibilities and duties of the public health department according to the requirements of the job position, to meet the assigned work;
4) Perfecting the necessary ethical qualities of public health officials, serving the people's health care.
2. Requirements for the program
2.1. Ensure reasonableness and science among the knowledge blocks, the content closely follows the tasks and expertise of public health officials, ensures that it does not overlap with other programs, and has an open structure for easy updating. supplement accordingly;

“VII. REQUIREMENTS FOR DOCUMENTATION, TEACHING AND LEARNING THEMES
1. For document compilation
- The compiled documents must be based on the standards of public health professional titles for public employees before appointing professional titles;
- The content of the document must ensure a combination of theory and practice; knowledge, experience and practical skills; unduplicated;
- Documents must be regularly supplemented, updated, enhanced, in line with reality;
- The topics developed must ensure practicality; scientific content, suitable for learners' level and in an open and up-to-date direction on public health in particular and health science in general."

Accordingly, the compilation of teaching materials in the training program according to the standards of public health in Vietnam professional titles is carried out in accordance with the above provisions and must be consistent with reality.

2.1. For lecturers
- Lecturers who train the topics of this Program must meet the standards of lecturers as prescribed in Decree No. 101/2017/ND-CP dated September 1, 2017 on training and fostering cadres and civil servants. Officials, Decree 89/2021/ND-CP dated October 18, 2021 of the Government amending and supplementing a number of articles of Decree 101/2017/ND-CP dated September 1, 2017 of the Government on mining training and fostering cadres, civil servants and public employees and Circular No. 01/2018/TT-BNV dated January 8, 2018 of the Ministry of Home Affairs guiding a number of articles of Decree No. 101/2017/ND-CP dated January 8, 2018 September 1, 2017 of the Government on training and retraining of cadres, civil servants and public employees and current regulations;
- Using active teaching methods, lecturers give many case exercises, give examples that are close to reality and suitable to the implementation of health care work of agencies and organizations;
- In class discussions, lecturers play the role of guides and suggestions to promote the practical experience and problem-solving ability of all students; orientation and control so that the discussion content adheres to the set learning objectives;
- For the teaching of skills topics, it is necessary to strengthen discussion and problem solving so that students can exchange in class.
2.2. For students
- Students must research, discuss and do case studies at the request of the lecturer;
- Participating in planned learning activities, if you miss more than 20% of the theoretical study time, fail the final exam and essay, you will not be eligible for a certificate.
