According to the guidance in Article 8 of the Regulation on operation of the National Committee on Digital Transformation issued together with Decision 24/QD-UBQGCĐS in 2022 on meetings of the National Committee on Digital Transformation as follows:

"Article 8. The Committee meetings

1. The Committee shall meet once a quarter, 6 months' preliminary; at the end of the year's final meeting with the Steering Committee for Digital Transformation of ministries, sectors and localities or ad hoc as convened by the Chairman of the Committee. In addition, the Standing Committee may meet with relevant bodies. The participants of the meeting shall be decided by the chairperson of the meeting. Each time the Committee meettings takes place, the Working Group must have a report with specific, clear proposals, objectives, progress and results.

2. The Chairman of the Committee shall decide to convene an expanded meeting with the participation of the head of the agency in charge of implementing strategies, programs, schemes and projects related to digital transformation, construction and development of e-government, digital government, digital economy, digital society and smart cities and a number of relevant experts and scientists."

"Article 9. Working regulation and coordination mechanism

1. The members of the Committee and the working group shall work under the concurrent regime. The Chairman and Vice-Chairmen of the Standing Committee shall use the seals of the Prime Minister and other members of their agencies.

2. The Chairman and Vice Chairman of the Committee shall periodically or unexpectedly work with members of the Committee, working groups and ministries, sectors and localities to hear reports and direct the implementation of the program and work plan of the Committee.

3. Members of the Committee shall be entitled to assign the lead unit, mobilize resources and staff members of their agencies and units in the performance of their tasks assigned by the Chairman and Vice-Chairman of the Committee; coordinate with the Working Group in the performance of their tasks; and report to the Chairman of the Committee on the results of the performance.

4. The Working Group leader may gather members of the Working Group and mobilize national and international experts to work centrally at the Ministry of Information and Communications within a certain time to assist the Committee in researching and editing legal proposals, projects and draft legal documents and performing other assigned tasks."

The operating budget of the Committee and the Working Group shall be allocated in the annual state budget estimates of the Ministry of Information and Communications and other lawful sources of funding. The Ministry of Information and Communications shall manage the funds for the operation of the Committee and the working group in accordance with the State's regulations.

"Article 11. Responsibilities of heads of ministries, sectors and localities in working relations with the Commission

1. Thoroughly grasp the directions of the Committee to urge and implement the digital transformation; to formulate and develop e-government, digital government, digital economy, digital society and smart urban areas; to facilitate the implementation of the Fourth Industrial Revolution in Vietnam in the agencies, sectors and domains in charge of and subject to supervision and inspection by the Committee on the implementation of these contents; coordinate with the Working Group to propose mechanisms, policies and solutions to promote the national digital transformation process, closely associated with administrative reform; build and develop e-government, digital government, digital economy, digital society and smart cities; facilitate the deployment of the Fourth Industrial Revolution in Vietnam; direct the units of their ministries, branches and localities to closely coordinate with the Working Group in performing their assigned tasks.

2. Direct the implementation of tasks on digital transformation; to build and develop e-government, digital government, digital economy, digital society and smart cities; to facilitate the implementation of the Fourth Industrial Revolution in Vietnam under their respective agencies, sectors and localities; take responsibility before the Government and the Prime Minister for the performance of their assigned tasks; to implement the information and reporting regime as prescribed and requested by the Committee."
