According to Section 2 of Official Dispatch 5432/SGDDT-GDTH in 2024 providing detailed guidance on the implementation of the school year 2024-2025 in Ho Chi Minh City at the primary level by the Department of Education and Training of Ho Chi Minh City as follows:
Implement according to Decision 3089/QD-UBND in 2024 of the People's Committee of Ho Chi Minh City, Vietnam on issuing the school year schedule plan 2024-2025 for preschool, general education, and regular education in Ho Chi Minh City;
- School start date: August 26, 2024 (For grade 1: August 19, 2024);
- School opening ceremony date: September 5, 2024;
- From the start date to the opening ceremony, the Principal constructs plans to organize the beginning-of-year activities, grasp the situation of students at the beginning, and guide parents on necessary information detailed in point 1 above.
- Implement the Week 1 program starting from September 9, 2024, to September 13, 2024; subsequently follow the weekly schedule. Begin the second semester from week 19 (January 13, 2025). Schools are proactive in organizing their teaching programs, plans, and timetables to ensure an integrated program is conducted from week 1 and the subsequent weeks according to the school's school year timeline.
- Implement STEM education activities following the guidance of the Department of Education and Training in Official Dispatch 1910/SGDDT-GDTH in 2023 on organizing STEM education activities in Primary Education institutions according to Official Dispatch 909/BGDDT-GDTH. Organize for teachers to teach the STEM lesson content created by the Ministry of Education and Training of Vietnam; utilize verified/trained/assessed materials, learning resources, and publications.
- Construct and implement plans for Digital Citizenship skill education according to Official Dispatch 3899/QD-BGDDT in 2024 of the Ministry of Education and Training of Vietnam on guidelines for implementing the Digital Citizenship skill education program at the primary level. Equip digital citizenship skills to help students learn, live, and work safely and effectively in an increasingly developing digital environment According to the Digital Competence Framework for B-12 students; suited to the psychological characteristics, developmental level, and cognitive ability of primary students and the school's conditions; ensuring the goals and requirements of the related subjects/educational activities; promoting integrated teaching and STEM education organization; not causing pressure or overload for students and teachers.
Construct the school's educational plans and programs to organize educational activities for students such as intensive English, teaching English through Mathematics and Science, life skills education, STEM education, digital citizenship skills education, club activities, and flexible timetable arrangements to meet the learning and training aspirations of students after agreeing with parents… The Principal is responsible for and strengthening the inspection of competency records; validity of activity permits; legality of the pre-verified/trained/assessed programs (life skills, STEM, digital citizenship skills, foreign language teaching, informatics…); personnel (teachers/trainers/associates) listed in the approved permit application; facilities… of the affiliated units; the school's program must be approved by the Department of Education and Training before organizing educational activities in primary schools according to Circular 04/2014/TT-BGDDT dated February 28, 2014, by the Minister of Education and Training on regulating the management of life skills education and extracurricular activities, and Decree 24/2021/ND-CP dated March 23, 2021, on regulations for management in public preschool and general educational institutions.
Construct plans to improve educational quality; publicize educational quality to each parent, continue to promote the Open Classroom model, invite parents to class to join learning, entertainment, and class activities, participate in thematic sessions, clubs, and educational activities of the school.
Review facilities and staff to ensure conditions for conducting full-day learning; ensure all students in grades 3, 4, 5 learn Foreign Language 1 and Informatics, at least according to the 2018 General Education Program content.
Ensure 100% of schools have enough computers for students in grades 3, 4, 5, and other grades to implement the 2018 General Education Program.
Conduct reviews, ensuring 100% of grade 1 students are assigned a Personal Identification Number and update all IDs, and information of students in the whole school, completing the update of Digital School Records for grade 1. Educational institutions use the education management software from the common sector database axis https://csdl.moet.gov.vn to manage student records, teacher records, and electronically verify citizen identities from the population data; use the school's management software with Digital School Records management function.

When are students considered for completion of class programs or primary education programs in Vietnam?
According to Article 11 of the Regulations on assessing Primary School Students issued with Circular 27/2020/TT-BGDDT:
Review for completion of grade program, completion of primary school program
1. Review for completion of grade program:
a) Students are confirmed to have completed the grade program if they are evaluated at one of three levels: Excellent Completion, Good Completion, Completion.
b) For students not confirmed to have completed the grade program, teachers create plans, guide, assist; conduct additional evaluations to review completion of the grade program.
c) For students who have been guided, assisted but still do not meet criteria for completing the grade program, depending on the degree of incompletion in subjects, educational activities, and the level of forming and developing certain qualities and capabilities, teachers make a list reporting to the principal to organize testing, evaluation, and consideration for promotion or repeating the grade.
2. Review for completion of primary school program:
Students completing grade 5 are recognized and recorded in the School Record: Completed primary school program.

What are the regulations on exercise books for primary students in Vietnam?
According to Section 4 of Official Dispatch 5432/SGDDT-GDTH in 2024, the regulations on exercise books for primary students in Vietnam are as follows:
The classes uniformly use three types of square-ruled notebooks:
- Math Notebook: For recording knowledge related to the Math subject and doing Math exercises.
- Vietnamese Notebook: For recording knowledge related to the Vietnamese subject.
- Lesson Notebook: For recording the remaining subjects.
Specifically for grade 1, the Lesson Notebook is not mandatory, but students are encouraged to use it from the middle of the second semester.
Note:
- Students can write Book Reading Sheets or Reading Journals in the Vietnamese Notebook.
- For grades 4 and 5, students are encouraged to take notes on important content from the teacher's lessons in the Vietnamese Notebook.
- If students have already recorded and done exercises in other notebooks, they are not required to have additional square-ruled notebooks and vice versa.
