What are the prohibited acts for lower and upper secondary school students?

According to Article 37 of the Charter issued with Circular 32/2020/TT-BGDDT, the prohibited acts for lower and upper secondary school students in Vietnam are as follows:

- Insulting the dignity, honor, and infringing on the body of teachers, staff, other school personnel, and other students.

- Cheating in studying, testing, exams, and admissions.

- Buying, selling, using alcohol, beer, tobacco, narcotics, other stimulants, fireworks, and explosive substances.

- Using mobile phones and other devices in class that are not for learning purposes and without the teacher's permission.

- Fighting, causing disorder and insecurity in the school and public places.

- Using, exchanging cultural products with violent, obscene content; using toys or playing games detrimental to the healthy development of oneself.

- Students must not violate other prohibited acts as prescribed by law.

What are the current rights and duties of students in Vietnam?

According to Articles 34 and 35 of the Charter issued with Circular 32/2020/TT-BGDDT, the rights and duties of students in Vietnam are as follows:

Duties of students

(1) Implement learning and training tasks according to the school’s educational program and plan.

(2) Respect parents, teachers, staff of the school, and elders; unite and help each other in learning and training; comply with the school’s charter and rules; abide by the laws of the State.

(3) Exercise, maintain personal hygiene.

(4) Participate in group activities of the school, class, Ho Chi Minh Young Pioneer Organization, Ho Chi Minh Communist Youth Union; assist the family, participate in labor and social activities, environmental protection activities, comply with traffic safety regulations.

(5) Maintain and protect school property, public places; contribute to building, protecting, and promoting the school’s traditions.

Rights of students

(1) Be equal in enjoying comprehensive education, ensured conditions about time, facilities, hygiene, safety to study in class, self-study at home, provided with information about their study and training, allowed to use equipment, facilities for school’s learning, cultural, sports activities as per regulations.

(2) Be respected and protected, treated equally, democratically, have the right to complain to the school and educational management levels about decisions concerning themselves; have the right to transfer schools for valid reasons under current regulations; study ahead of age, skip grades, study at an older age as specified in Article 33 of this Charter.

(3) Participate in activities to develop talents in subjects, sports, arts organized by the school if qualifying conditions are met.

(4) Receive scholarships or other financial aids according to regulations for students under social policies, students with difficult living conditions, and talented students.

(5) Transfer schools if meeting the conditions under regulations; transfer procedures follow the regulations of the Minister of Education and Training.

(6) Enjoy other rights as per legal provisions.
