Methods of Implementing mass mobilization Work
1. The method of propaganda involves using reasoning, arguments, and proof to influence the attitudes, thoughts, psychology, and actions of the People.
2. The exemplary method uses exemplary models, typical good people, and good deeds to stimulate active, voluntary behavior among the People.
3. The persuasive method involves combining speech, writing, evidence, attitudes, and actions to induce trust and consensus among the People.
4. The method of combining and flexibly using various forms of mass mobilization involves selecting and combining multiple specific forms of mass mobilization according to the requirements and tasks.
Methods of implementing mass mobilization work in Vietnam are as follows:

- Adhere to the guidelines and policies of the Communist Party, the laws of the State, and directive documents regarding the implementation of mass mobilization work of the People's Public Security Force and related regulations.
- Start from the interests of the masses, implement and protect the legitimate interests of the People, aim for national unity, and mobilize the aggregate strength of the entire populace in the construction and defense of the country, as well as in ensuring security and order.
- Ensure centralized, unified, and synchronized leadership and direction from the party committees and leaders of the police at all levels in implementing mass mobilization work of the People's Public Security Force.
- Implement mass mobilization work based on assigned responsibilities; suitable to practical requirements according to each locality, field, and specific target.
Forms of Implementing mass mobilization work in Vietnam
Based on Article 5 of Circular 09/2024/TT-BCA on the forms of implementing mass mobilization work in Vietnam:
(1) Based on the nature of publicity or secrecy:
+ Open mobilization is the act of propagating, explaining, and encouraging the People through the use of public forces, means, and measures;
+ Secret mobilization is the act of propagating, explaining, and encouraging the People through the use of secret forces, means, and measures.
(2) Based on the scope of affected subjects:
+ Broad mobilization is the act of propagating, explaining, and encouraging the entire society through mass media and the education system;
+ Focused mobilization is the act of propagating, explaining, and encouraging a large number of People within a specific space, time, location, focusing on one or several specific themes or tasks;
+ Individual mobilization is the act of propagating, explaining, and encouraging one person or a specific group with distinct characteristics.
(3) Based on the contact with the affected subjects:
+ Indirect mobilization is the act of propagating, explaining, and encouraging the People through intermediaries and environments without direct contact with the mobilized subjects;
+ Direct mobilization is the act of propagating, explaining, and encouraging the People through direct contact with them.
(4) Based on the duration of influence on the subjects:
+ Regular mobilization is the continuous, ongoing act of propagating, explaining, and encouraging the People;
+ Periodic mobilization is the act of propagating, explaining, and encouraging the People at certain times and periods.
