According to the instructions in Section 2 of Official Dispatch 11042/BYT-DP dated December 29, 2021, F0 is:
"2. The confirmed person (F0) is one of the following cases:
a) Being a person who has tested positive for SARS-CoV-2 virus by the virus Polemerase Chain Reaction method (PCR).
b) Being a close contact (F1) and having a positive antigen rapid test result for SARS-CoV-2 virus.
c) Being a person who has clinical symptoms of suspected COVID-19 (suspected case in item 1, point a) and has a positive antigen test result for SARS-CoV-2 virus and and epidemiological factors (excluding F1).
d) Being a person who has a positive antigen rapid test result 2 times in a row (2nd test within 8 hours since the 1st test result is available) with SARS-CoV-2 virus and epidemiological factors (excluding F1).
Antigen rapid test products for SARS-CoV-2 virus must be on the list licensed by the Ministry of Health. Rapid antigen testing performed by medical personnel or by suspected infected persons under the supervision of medical personnel by at least one of the direct or indirect forms via remote means."

According to the instructions in Section 1, Appendix I issued together with Official Dispatch 1655/SYT-NVY in 2022 of the Ho Chi Minh City Department of Health, instead of going to the health station to declare that is reported and confirmed, F0 in Ho Chi Minh City only need to declare F0 online according to the following steps:
"1. People are F0 declare
When people with suspected symptoms of COVID-19 self-administer an antigen rapid test and get a positive result for SARS-CoV-2, instead of going to the Health Station to declare and be confirmed, F0 need perform the following steps:
- Take a picture of the antigen rapid test tray that has just been tested and the result is positive, note that you must write the name and date of the test on the tray before taking the picture.
- Take a photo of your identity card/citizen identification card or photo identification (health insurance certificate, driver's license, birth certificate, student card...).
- Access the address: https://khaibaof0.tphcm.gov.vn (on a computer or smartphone with internet connection) and select "declare F0".
- Enter the mobile phone number you are using in the box "Enter a verified phone number", then click the "Get OTP code" button. The system will automatically send the OTP code to the phone number entered in the form of SMS.
- Enter the OTP code and press the “Continue” button. The system will switch to the “Patient Information F0” screen.
- Enter full personal information (attach photo of identity card/citizen identification card or photo ID), medical history, COVID-19 vaccination status, symptoms current, test results (attach positive test result picture).
- After completing, press the "Save" button to send the declarant's information to the Health Station where you live.
- The system will send a message to the phone number of the person just declared with the content "The system has received the declaration information of Mr/Ms …ward's COVID-19 prevention steering committee.... will contact Mr/Ms to verify information and support Mr/Ms in the shortest time possible. Thank you".
Note: When making a declaration, you must fully declare all information and take charge for the declared information."

According to the instructions in Section 2, Appendix I issued together with Official Dispatch 1655/SYT-NVY in 2022 of the Ho Chi Minh City Department of Health, the commune health station in Ho Chi Minh City shall verify and receive the home-based F0 individuals through Internet by the following these steps:
"2. Commune health stations verify and receive the home-based F0 individuals
When receiving a message informing that someone has declared F0, the staff of the assigned health station will log in to the health station's account at https://covid19.medinet.org.vn:75 to perform the following tasks. following steps:
- Check personal information, medical history, vaccination history, test results, current symptoms and signs of seriousness (via F0's declaration).
- Call F0 to verify your name, quarantine address and home isolation conditions.
- Click the "receive" button after completing the above steps.
Depending on the situation of the number of the home-based F0 individuals in the commune-level area, the above steps can be performed by staff of the Medical Station, Mobile Medical Station; Teams to take care of people infected with COVID-19 in the community, mobile health teams, community COVID teams... implement. Executors must be trained by medical centers and health stations."
