According to the instructions in subsection 7.1, section VII, Guidelines for Covid-19 diagnosis and treatment issued together with Decision 250/QD-BYT in 2022 on the time limit for finishing home isolation for F0 as follows:
"VII. DISCHARGE AND PREVENTION OF INFECTION
7.1. Standards on lifting the quarantine for F0 managing and caring at home
For asymptomatic or mildly symptomatic COVID-19 patients eligible for isolation, prescribed home treatment will be lifted from isolation, home treatment when:
- The period of isolation and treatment is 7 days and the rapid test result is negative for SARS-CoV-2 virus antigen performed by medical staff or by the patient under the supervision of medical staff with at least either directly or indirectly through remote means.
- In case after 7 days the test result is still positive, continue to isolate for a full 10 days for the person who has had the full dose of vaccine as prescribed; and 14 days for those who have not received the prescribed dose of vaccine.
- The medical station where the patient is managed is responsible for confirming the patient's recovery."
What does F0 in Ho Chi Minh City apply for an online home isolation completion certificate?
According to the instructions in Section 1, Appendix 2 issued together with Official Dispatch 1655/SYT-NVY in 2022, F0 in Ho Chi Minh City completing home isolation apply for online home isolation completion certificate under the following steps:
"1. People are F0 declared
When enough isolation time is reached, F0 performs a rapid antigen test. If the antigen test result is negative, F0 performs the following steps:
- Take a picture of the antigen rapid test tray with a negative result that has just been tested, note that the name and date of the test must be written on the tray before taking the picture.
- Access the address: https://khaibaof0.tphcm.gov.vn (on a computer or smartphone with internet connection) and select "declare complete quarantine".
- Enter the mobile phone number you are using in the box "Enter a verified phone number"; then click on the “Get OTP” button. The system will automatically send the OTP code to the phone number entered in the form of SMS.
- Enter the OTP code in the "OTP verification code" box, then press the "Continue" button.
- In case F0 already has information on the COVID-19 Management Digital Platform (declared by F0, entered by medical facilities on the software).
+ The system will switch to the screen "test results after isolating".
+ Enter the test date, test result (attach a picture of negative test result).
+ After completing, press the "Save" button to send the negative test result information during the isolation period to the Health Station where you live.
+ The system will send a text message to the people's phone number just declared with the content "The system has received information about the negative test result of Mr./Ms.…………. PCD PCD ward.... will send it. Certificate of completion via the email address that you have declared, if you do not have an email, please go to the medical station to receive it. Thank you".
- In case F0 has no information on the COVID-19 Management Digital Platform (because F0 has not "declared F0" via the address: https://khaibaof0.tphcm.gov.vn when the test result is positive) .
+ The system will display the message “Your information is not available on the COVID-19 Patient Management System. Please declare the contents below”
+ Persons in quarantine will declare personal information (attach photo of identity card/citizen identification card or photo identification), time of positive test result, time of test result. negative test result (attach a picture of negative test result).
+ After completing, press the "Save" button to send the negative test result information during the isolation period to the Health Station where you live.
+ The system will send a message to the phone number of the person just declared with the content "The system has received information about the negative test result of Mr/Ms.………….. Check the information and contact Mr/Ms as soon as possible. Thank you"."
What does the commune health station in Ho Chi Minh City verify and issue an online home isolation completion certificate for F0?
According to the instructions in Section 2, Appendix 2 issued together with Official Dispatch 1655/SYT-NVY in 2022, the commune health station in Ho Chi Minh City will verify and issue an online home isolation completion certificate for F0 under the following steps:
"2. Commune health stations verify and issue certifications
When receiving a message informing F0's negative test result, the health station staff is assigned to issue a confirmation of login to the clinic account at https://covid19.medinet.org .vn:75 to perform the following steps:
- Check the information that the negative test result after the isolation period is transferred to the COVID-19 Management Platform via the Health Station's account.
a. For the case "declared F0" via the address: https://khaibaof0.tphcm.gov.vn when the test result is positive
- Select F0 name from “Certification waiting list”.
- Click the button “Finish quarantine”. The system will send a message "Mr/Ms. has completed isolation at home from ………… to …………. ”.
- In case the health station has not used an electronic signature:
+ Click “Export Confirmation” then select the file format you want to download, adjust the information (if necessary) and print the confirmation.
Leader of the Health Station (assigned by the Commune-level Steering Committee for Epidemic Prevention and Control) to sign the certification and stamp the Health Station.
+ Log in to the COVID-19 Digital Management Platform, select F0 to send an email, enter the email content and attach a scanned copy of the signed confirmation and press the "send email" button. The electronic copy will be sent to the email of the declared F0.
- In case the health station digitally signs the confirmation, click "digitally sign and send email". Mail will be automatically sent to F0's email.
b. For the case that has not "declared F0" via the address: https://khaibaof0.tphcm.gov.vn when the test result is positive
- Based on the list of F0s in the "negative declaration list", call to verify information or check the list of F0s isolated at home by local COVID-19 home care facilities. Desks in charge (Mobile medical station, COVID-19 patient care team in the community, Mobile medical team...).
- If there is evidence to determine that F0 is isolated at home. The health station presses “receive” and follows the procedure in step (a).
- If there is no evidence to determine that F0 is isolated at home. The medical station clicks "refuse to issue confirmation".
- The system will send a notice to the quarantined person “The ward PCD PCD…. refuses to issue a certificate of completion of isolation for Mr/Ms…………..because there is no evidence to identify Mr/Ms. F0 is isolated at home”.
Note: In case F0 does not have an email, a paper copy can be received directly at the Health Station; After 5 days from the date of completion of home isolation, if F0 does not receive the paper directly at the Health Station, the Health Station will transfer the confirmation to the Residential Group to support distribution at home to people./."
