What day is Vietnamese Doctors’ Day?

On February 27, 1955, President Ho Chi Minh wrote a letter to the medical staff conference. Accordingly, on February 6, 1985, the Council of Ministers (now the Government) issued Decision 39-HDBT in 1985, taking February 27 every year as Vietnamese Doctors’ Day.

This day is considered a day to honor the doctors, nurses and other people working in the health sector in Vietnam and the Ministry of Health has taken February 27 as the traditional day of the industry.

Pursuant to the provisions of Article 18 of Decree 41/2015/ND-CP stipulating the application for the title of "People’s Doctor", "Excellent Doctor" includes:

An individual’s request for consideration and donation includes:

- Statement of achievements to consider and award the title "People’s Doctor", "Excellent Doctor"

- Documents proving the achievements of dedication in professional activities, scientific research and contributions to the cause of protection, care and improvement of people’s health include:

+ A certified copy in case the individual submits the application by post or a photocopy enclosed with the original for comparison in case the individual submits it directly at the Standing Council of the grassroots level for the certificate or decide to award medals, medals, prizes, State honorary titles, and other relevant forms of emulation and commendation;

+ The decision on recognition of the results of the Science and Technology Council, the Innovation Council of the competent authority or the Patent and the Certificate of Invention.

Dossier for consideration and donation of the lower council to the superior council includes:

- Proposal to consider and award the title "People’s Doctor", "Excellent Doctor"

- The list of requests for consideration and award of the title "People’s Doctor", "Excellent Doctor" according to Form No. 02 specified in the Appendix issued together with this Decree;

- Minutes of introduction and results of opinion collection

- The minutes and results of the voting for approval are made according to Form No. 04 specified in the Appendix to this Decree;

- List of individual achievements to be considered for the title of "People’s Doctor"

- List of individual achievements to be considered for the title of "Excellent Doctor"

Report on the process of considering and awarding the title of "People’s Doctor", "Excellent Doctor" according to Form No. 07 specified in the Appendix issued together with this Decree;

- Decision to establish the Council;

- Personal file specified in Clause 1, Article 18 of Decree 41/2015/ND-CP.

What are the criteria for considering and awarding the title of People’s Doctor and Excellent Doctor?

Pursuant to Article 9 of Decree 41/2015/ND-CP and Article 10 of Decree 41/2015/ND-CP, the criteria for considering and awarding the title of Excellent Doctor and People’s Doctor are prescribed as follows:

The title of Excellent Doctor is considered and awarded to physicians who meet the following criteria:

- Loyalty to the Socialist Vietnamese Fatherland; well observe the guidelines and policies of the Party and the laws of the State, internal rules and regulations of agencies, units, organizations and localities.

- Having good ethical qualities, being dedicated to the profession, wholeheartedly loving the patient, being trusted by the people, patients and colleagues.

- Talented in disease prevention and treatment, medical science and technology development

+ Physicians not covered by Point b of this Clause must meet the following criteria: Head of at least 02 grassroots science and technology projects or projects or participate in 02 scientific projects, topics and projects. and technology, environmental tasks at ministerial or provincial level or as secretary of 01 scientific and technological project, topic, project, environmental task at ministerial or provincial level or participating in 01 project, topic or project national-level scientific and technological projects and tasks that have been accepted;

+ Physicians working in mountainous, remote, border and island communes must meet the following criteria: Manager of 01 grassroots science and technology project or project manager or manager in 02 mornings. - Having many outstanding achievements in disease prevention, treatment, scientific and technical development in health, meeting the following criteria: Having been awarded at least 01 certificate of merit from the Prime Minister or having been awarded at least 03 Certificates of Merit at the ministerial or provincial level, or having been awarded the title of Emulation Fighter at the ministerial or provincial level 02 times and 01 Certificate of Merit at the ministerial or provincial level, or having been awarded the title of Emulation Fighter at grassroots level 06 times and at least 02 Certificates of Merit at ministerial and provincial level.

- Having time, directly doing professional and technical work in the industry for 15 years or more; for medical managers, they must have worked in the industry for 20 years or more, of which 10 years or more have been directly engaged in professional and technical work.

The criteria for considering and conferring the title of "People’s Doctor" are as follows:

The title of People’s Physician shall be considered and conferred on physicians who have been conferred the title of Excellent Physician by the State and meet the following criteria:

- Loyalty to the Socialist Vietnamese Fatherland; well observe the guidelines and policies of the Party and the laws of the State, internal rules and regulations of agencies, units, organizations and localities.

- Having good moral qualities, being dedicated to the profession, wholeheartedly loving the patient, being trusted and respected by the people, patients and colleagues.

- Having talent and many outstanding achievements in disease prevention, treatment, scientific and technical development in health, having many contributions to the cause of protecting and improving people’s health, specifically as follows: :

+ Head of at least 01 science and technology project, topic or project at ministerial, provincial or higher level that has been accepted for acceptance; or in charge of at least 01 application initiative in the health sector, which has been granted an initiative certificate by the Ministerial- or provincial-level Initiative Council; or be the author or co-author of at least 01 invention patent for medical application granted by the Intellectual Property Department of the Ministry of Science and Technology.

+ Having been awarded the Labor Order or the Order of Fatherland Defense or the Victory Medal of third class or higher or the title of National Emulation Fighter or the Certificate of Merit from the Prime Minister and at least 02 times won the title of Emulation Fighter at ministerial and provincial level.

- Having directly worked in professional and technical work in the industry for 20 years or more; for medical managers, they must have worked in the industry for 25 years or more, of which 15 years or more have been directly engaged in professional and technical work.
