What are the regulation on integrating Chip-based citizen ID card with health insurance card in Vietnam?

Hello Lawnet! I lost my paper health insurance card. My colleague told that I only need to bring a chip-based citizen ID card to take medical examination because chip-based citizen ID card has integrated health insurance card with chip-based citizen ID card. I am not sure about this. So, if I already have a chip-based citizen ID card, do I need to use a paper health insurance card to take medical examination in Vietnam? What is chip-based citizen ID card in Vietnam?

Citizen identity card considered an inseparable object is the identity document of all Vietnamese citizens used to prove the identity of the citizen. Chip-based citizen ID card is also a type of identification document to prove the identity of a citizen.

However, the difference between a normal citizen ID and a chip-based citizen ID is electromagnetic chip. According to the Ministry of Public Security, the chip attached to the citizen ID card is to store the citizen's information on the citizen ID card.

The goal of attaching a chip on a citizen ID card is to create favorable conditions for citizens to carry out administrative transactions, travel, and improve the efficiency of e-Government and digital government.

Chip-based citizen ID card do not have the function of locating and tracking to determine the location of citizens.

What are the regulation on integrating Chip-based citizen ID card with health insurance card in Vietnam?

Pursuant to Sections 1 and 2 of Official Dispatch 931/BYT-BH in 2022 guiding the pilot implementation of medical examination and treatment using chip-based citizen ID card issued by the Ministry of Health, taking effect from February 28, 2022 as follows:

1. The medical facility shall publicly notify the patient and receive the patient when going for medical examination and treatment covered by health insurance using a chip-based citizen ID card or via the VNEID application (applicable only to citizens have successfully registered an electronic identity account provided by the Ministry of Public Security).

2. For patients with chip-based citizen ID cards:

When checking personal information through ID cards (QR code) or VNEID app, if patients have valid information related to health insurance participation, medical facilities should only verify and check health insurance information and admit patients according to current health insurance-based medical examination and treatment procedures; and should inform the patients that they can use the chip-based citizen ID cards or VNEID app instead of health insurance cards for future health checks and treatment.

When checking personal information through ID cards, if patients do not have valid information related to health insurance participation, medical facilities should clearly inform the patients that their health insurance cards have not yet been synchronised with the chip-based ID card and receive the patients according to current health insurance-based medical examination and treatment procedures (the patients have to show health insurance cards and ID documents with photos).

Thus, the above regulations show that the chip-based citizen ID card has an integrated health insurance card.

What are the regulation on the cases that do not have chip-based citizen ID?

For normal citizen ID cards, according to Section 3 of Official Dispatch 931/BYT-BH 2022, guiding the pilot implementation of medical examination and treatment using chip-based citizen ID card issued by the Ministry of Health, taking effect from 28 02/2022, there are regulations on the case of normal citizen ID cards as follows:

For patients with normal citizen ID cards: Receive patients according to the current health insurance-based medical examination and treatment procedures (the patients have to show health insurance cards and ID documents with photos).

VNEID application in Vietnam

VNEID is an application of the Ministry of Public Security used to declare health insurance. When registering for the VNEID application, Users will be provided with a QR code. Users can use this QR code to make a medical declaration and give it to the checkpoint to be able to move domestically, and successfully registering an account on this application, the user can use the application. This application at medical examination and treatment facilities replaces the health insurance card.

Thus, you can use your chip-based Citizen ID card at the medical facility because the chip-based Citizen ID card has an integrated health insurance card.

If the health insurance card information on your chip-based citizen ID card is valid, you do not need to present a paper health insurance card.

In contrast, you can use VNEID application instead of a paper health insurance card.

If both the chip-based citizen ID card has invalid information and you do not have a VNEID account, you must present a paper health insurance card.
