Pursuant to Clause 2, Article 19 of the National Assembly Session Rules issued together with Resolution 71/2022/QH15, this content is regulated as follows:

2. The questioning session is conducted as follows:

a) The Chairman of the National Assembly or the assigned Vice Chairman of the National Assembly shall state the group of issues proposed for the National Assembly deputies to focus on questioning;

b) National Assembly deputies register to question through the electronic system;

c) The Chairman of the National Assembly or the assigned Vice Chairman of the National Assembly shall invite each registered National Assembly deputy to question in turn; invite the person being questioned to answer questions of the National Assembly deputies regarding issues within their responsibility;

d) Based on the content and factual situation, the Chairman of the National Assembly or the assigned Vice Chairman of the National Assembly may invite registered National Assembly deputies to speak and debate the answers of the person being questioned; when there are many National Assembly deputies registered to debate on the same question being asked, the National Assembly deputy who raised the question on that issue will be given priority to debate first;

dd) The Chairman of the National Assembly or the assigned Vice Chairman of the National Assembly has the right to ask National Assembly deputies to stop questioning or debating if they exceed their allotted time or if the questioning or debating is not relevant; ask the person being questioned to stop answering when the answers are not focused on the question raised by the National Assembly deputies or exceed the allotted time;

e) The Chairman of the National Assembly or the assigned Vice Chairman of the National Assembly shall deliver a closing statement at the end of the questioning session.

Pursuant to Clauses 3 and 4, Article 19 of the National Assembly Session Rules issued together with Resolution 71/2022/QH15, the duration of the questioning session at the plenary session of the meeting of National Assembly of Vietnam is regulated as follows:

3. For each questioning, a National Assembly deputy may raise a question for no more than 01 minute. The person being questioned shall answer the question for no more than 03 minutes for each question. If necessary, the Chairman of the National Assembly or the assigned Vice Chairman of the National Assembly may decide to extend the time for raising and answering questions.

4. National Assembly deputies have the right to debate with the person being questioned to clarify the issues being questioned; they are not allowed to use the right to debate to raise further questions or debate with National Assembly deputies who previously questioned; the duration of each debate session shall not exceed 02 minutes.

Thus, for each questioning, a National Assembly deputy may raise a question for no more than 01 minute. The person being questioned shall answer the question for no more than 03 minutes for each question.

If necessary, the Chairman of the National Assembly or the assigned Vice Chairman of the National Assembly may decide to extend the time for raising and answering questions.

At the same time, National Assembly deputies have the right to debate with the person being questioned to clarify the issues being questioned. The duration of each debate session shall not exceed 02 minutes.

Pursuant to Article 16 of the National Assembly Session Rules issued together with Resolution 71/2022/QH15, the responsibilities of National Assembly deputies during discussion and debate at the session are regulated as follows:

National Assembly deputies during discussion and debate at the session must comply with the following regulations:

- Comply with the provisions of the National Assembly Session Rules and other relevant legal regulations; focus their speeches on the discussion content.

- National Assembly deputies should focus their debates on clarifying the issues under debate, ensuring a constructive nature, and showing respect for previously speaking deputies.

- In case a deputy has registered but has not yet spoken, or has spoken but not fully expressed their opinions due to limited speaking time, they should send their written opinions to the Secretary General of the National Assembly for compilation and summary.
