What are health standards for military service in Vietnam in 2025?
Based on Article 4 of Circular 105/2023/TT-BQP, the health standards for military service in Vietnam in 2025 are as follows:
(i) General standards:
Achieve health grades 1, 2, or 3.
Citizens addicted to narcotics, pre-substances as prescribed in Decree 57/2022/ND-CP dated August 25, 2022, of the Government of Vietnam, which lists categories of narcotics and pre-substances, shall not be called for conscription.
(ii) Specific standards: Some specific health standards in selecting individuals for military service as prescribed by the Minister of National Defense.
Health grades 1, 2, 3 according to Articles 5 and 6 of Circular 105/2023/TT-BQP, are as follows:
Health Classification Standards
(1) Physical classification standards are implemented according to the provisions in Section I, Appendix I, promulgated with Circular 105/2023/TT-BQP.
(2) Classification standards according to diseases and health issues are implemented according to the provisions in Section II, Appendix I, promulgated with Circular 105/2023/TT-BQP.
Health Classification Methods
- Scoring Method:
Each criterion, after examination, is given a score from 1 to 6 in the "Score" column:
+ Score 1: Indicates very good health condition;
+ Score 2: Indicates good health condition;
+ Score 3: Indicates fair health condition;
+ Score 4: Indicates average health condition;
+ Score 5: Indicates poor health condition;
+ Score 6: Indicates very poor health condition.
- Health Classification Method:
Based on the scores for the criteria during the examination to classify health. Specifically:
+ Grade 1: All criteria score 1;
+ Grade 2: At least one criterion scores 2;
+ Grade 3: At least one criterion scores 3;
+ Grade 4: At least one criterion scores 4;
+ Grade 5: At least one criterion scores 5;
+ Grade 6: At least one criterion scores 6.

Who is exempt from military service in Vietnam in 2025?
According to Clause 2, Article 41 of the Law on Military Service 2015:

2. Exemption from conscription for the following citizens:
a) Children of martyrs, children of first-class war invalids;
b) One brother or sister of a martyr;
c) One child of second-class war invalids; one child of a person with a work capacity decrease of 81% or more due to sickness; one child of a person affected by Agent Orange with a work capacity decrease of 81% or more;
d) Persons engaged in cryptographic work who are not servicemen or People’s Public Security officers;
dd) officials and public employees, and youth volunteers who are mobilized to work in areas with particularly difficult socio-economic conditions according to the law for 24 months or more.
3. Citizens subject to temporary postponement from conscription stipulated in Clause 1 of this Article, if the reason for postponement no longer exists, shall be called for conscription.
Citizens subject to postponement or exemption from conscription in Clauses 1 and 2 of this Article, if they volunteer, they shall be considered and called for conscription.
4. The list of citizens subject to postponement and exemption from conscription must be publicly posted at the People's Committee headquarters of the commune, the agency, or organization for 20 days.
5 cases eligible for exemption from conscription include:
(i) Children of martyrs, children of first-class war invalids;
(ii) One brother or sister of a martyr;
(iii) One child of second-class war invalids; one child of a person with a work capacity decrease of 81% or more due to sickness; one child of a person affected by Agent Orange with a work capacity decrease of 81% or more;

Note:

What are penalties for evasion despite being selected for military service in Vietnam?
According to Article 7 of Decree 120/2013/ND-CP, amended by Clause 9, Article 1 of Decree 37/2022/ND-CP:
Violations of conscription regulations
1. Fines ranging from 30,000,000 VND to 40,000,000 VND for failing to be present at the stated time or place in the conscription order without a valid reason.
2. Fines ranging from 40,000,000 VND to 50,000,000 VND for fraudulent acts to avoid the conscription order after a successful health examination for military service.
3. Fines ranging from 50,000,000 VND to 75,000,000 VND for not complying with the conscription order, except in cases stipulated in Clauses 1 and 2 of this Article.
4. Remedial measures: Compulsory military service for those violating Clauses 1, 2, and 3 of this Article.
Thus, non-compliance with the conscription order (except for acts in Clauses 1 and 2, Article 7 of Decree 120/2013/ND-CP) will result in a fine ranging from 50,000,000 VND to 75,000,000 VND.
Additionally, violators besides being fined, are also compelled to perform military service.
