According to Appendix III attached to Circular 39/2024/TT-BTC dated May 16, 2024, issued by the Minister of Finance, the form of quarterly report on the organization of training, refresher training and professional development in Vietnam is specified as follows:

Who are trainees of the training and refresher training in asset and business valuation in Vietnam? How are examination and assessment of trainees' performance in Vietnam?

According to Article 8 of Circular 39/2024/TT-BTC on trainees of the training and refresher training in asset and business valuation in Vietnam:

Trainees of training

1. Individuals wishing to take the exam to obtain a valuer card.

2. Other individuals wishing to join valuation profession training sessions.

Thus, there are 02 types of trainees of valuation profession training: those who intend to take the exam to obtain a valuer card and other interested individuals.

According to Article 13 of Circular 39/2024/TT-BTC, the subjects for state valuation refresher training are as follows:

Trainees of refresher training

1. Individuals working in state valuation.

2. Other individuals in state agencies and those wishing for state valuation refreshment.

Thus, there are 02 types of trainees of state valuation refresher training: those working in state valuation, other individuals in state agencies, and those interested.

Additionally, According to Article 11 of Circular 39/2024/TT-BTC, the regulations on examination and assessment trainees' performation are as follows:

- Upon completion of the valuation profession training course, the training institution must organize examination and assessment of learning outcomes. The content of the exams must cover the fundamental knowledge of the course subjects:

+ For training courses stipulated in points a and b of clause 2, Article 10 of Circular 39/2024/TT-BTC, evaluations include 2 (two) written exams; where the exam for general knowledge is 120 minutes, and for professional knowledge is 150 minutes;

+ For trainees as prescribed in point d, clause 2, Article 10 of Circular 39/2024/TT-BTC, they must take 1 (one) written exam for 150 minutes covering supplementary subjects.

- The exam scores are graded on a 10-point scale. An exam scoring below 5 is deemed unsatisfactory.

- Trainees who do not attend at least 80% of the scheduled time for each subject are not allowed to participate in the evaluation and must retake the missed subject.

- In cases of maternity leave, accidents, or illness with hospital certification (hereinafter referred to as special reasons), trainees unable to attend the evaluation must file a deferment request and get approval from the head of the training institution.

- Trainees who fail their exams or do not attend because of special reasons as prescribed in clause 4, Article 11 of Circular 39/2024/TT-BTC have the right to retake the exam once. The time for the retake is decided by the head of the training institution but shall not exceed 6 (six) months from the end of the training course.

What are regulations on examination and assessment of trainees' performation in state valuation refresher training in Vietnam?

According to Article 16 of Circular 39/2024/TT-BTC, the evaluation of learning outcomes is as follows:

- At the end of the state valuation refresher course, the refresher unit must organize evaluations of learning outcomes.

The evaluation is conducted through 1 (one) written exam (essay or multiple-choice as decided by the head of the refresher unit) in a maximum of 150 minutes covering both general and professional knowledge.

The exam content must reflect the fundamental knowledge of the subjects taught.

- The exam is graded on a 10-point scale. An exam scoring below 5 is deemed unsatisfactory.

- Trainees who do not attend at least 80% of the scheduled time for each subject are not allowed to participate in the evaluation and must retake the missed subject.

- In cases of special reasons, trainees unable to attend the evaluation must file a deferment request and get approval from the head of the refresher organization.
