How to record a declaration for a domestic ordinary passport in Vietnam?
Based on the contents of the annotation in Form TK01 issued together with Circular 68/2022/TT-BCA, the declaration of issuance of ordinary passports in the country is instructed to state as follows:
- The requester filled in the information in the template, not added it. Includes the following information:
+ Full name, Middle name and first name;
+ Gender;
+ Date of birth;
+ Place of birth (province, city);
+ Citizen identification number/ identity card number; Date of issue;
+ Ethnicity;
+ Religion;
+ Phone number;
+ Permanent residence registration address;
+ Occupation;
+ Name and address of the working agency (if any);
+ Father information: Full name, Date of birth;
+ Mother information: Full name, Date of birth;
+ Spouse information: Full name, Date of birth;
+ Last ordinary passport number (if any);
+ Contents of the proposal;
- The photo used in the declaration is taken no more than 06 months, size 4cm x 6cm, straight face, bare head, clear face, clear ears, no glasses, polite clothes, white background;
- Full name, middle name and first name written in capital letters;
- If born abroad, write the name of the country;
- In "Content of request": Specify: First or second passport request; other suggestions if any (specify the reasons). In case the passport application is (or is not) attached to an electronic chip, mark (X) in the corresponding box;
- "Confirmation of the Chief of Police of wards/communes/towns": Applicable to persons who have lost civil act capacity, who have difficulties in perception and behavior control, who are under 14 years of age. The Chief of Police of the ward, commune or town where the permanent or temporary residence is located confirms that the information filled out in the declaration and the photo pasted in the declaration is that of a person; stamp the hybrid armor on the photo pasted in the upper frame of the declaration;
- The signature of the petitioner: For persons who have lost civil act capacity, have difficulties in perception and mastery of behavior, and who are under 14 years old, the legal representative shall sign on his behalf.
What does the application for an ordinary passport in the country include? How long will it take to receive passport results in Vietnam?
Based on the provisions of Clause 2, Article 15 of the Law on Exit and Entry of Vietnamese citizens 2019, the dossier of application for an ordinary passport in the country includes:
- Copies of birth certificates or extracts thereof with respect to persons under 14 years of age; and
- The most recently issued regular passports with respect to persons who have been issued with passports; in case of lost passports, attach notice of loss or notice of receipt of competent agencies specified in Article 28 of this Law; and
- Photocopies of ID cards or Citizen Identity Cards with respect to changes to personal information compared to information in the most recently issued passports; and
- Verified photocopies of documents issued by competent agencies proving authorized legal representatives for incapacitated persons, persons having limited recognition or behavioral control as specified in Civil Code and persons under 14 years of age. In case photocopies are not verified, present master registers for examination and comparison.
Regarding the time of receiving the results, Clause 7, Article 15 of the Law on Exit and Entry of Vietnamese citizens 2019 is as follows:
Article 15. Domestic issuance of regular passports

7. Within 8 working days from the date of receipt, immigration authorities of provincial police shall return results to applicants. Within 5 working days from the date of receipt, immigration authorities of Ministry of Public Security shall return results to applicants. Processing times for cases specified in Clause 4 of this Article shall last no longer than 3 working days from the date of receipt. In case of delayed issuance of passports, immigration authorities shall respond in written form and state reasons.
Thus, according to the above provisions, if applying at the Immigration Department, the time to receive passport issuance results is 05 working days, if the application is submitted at the Immigration Department of the Police of the province or centrally-run city, the time limit is 08 working days.
