Vietnam: What are the regulations on an application for a certificate to practice medical practice in the military?
What are the principles of registration for medical practice in the military in Vietnam?
Pursuant to Article 13 of Decree 50/2019/ND-CP stipulating the principles of registration of medical examination and treatment practice in the military as follows:
- A practitioner may only be registered as having the technical responsibility of a medical examination and treatment facility under the Ministry of National Defense of Vietnam.
- A practitioner may only be in charge of one department of a medical examination and treatment establishment under the Ministry of National Defense of Vietnam, may not simultaneously be in charge of two or more departments in the same medical examination and treatment establishment or simultaneously act as a department manager of another medical examination and treatment establishment under the Ministry of National Defense of Vietnam.
- A practitioner with professional and technical responsibility for a medical examination and treatment establishment under the Ministry of National Defense may concurrently take charge of a department in the same medical examination and treatment establishment and must conform to the scope of professional activities in the granted practice certificate.
- A practitioner at a medical examination and treatment establishment under the Ministry of National Defense of Vietnam may be registered to practice after hours and act as a person in charge of professional and technical expertise of an after-hours medical examination and treatment establishment not under the Ministry of National Defense of Vietnam. Procedures for practice registration shall comply with the provisions of the Law on Medical Examination and Treatment.
- A practitioner may be registered to practice at one or more medical examination and treatment establishments not under the Ministry of National Defense but may not be registered to practice at the same time at different medical examination and treatment establishments and the total overtime shall comply with the provisions of the Labor Code. Practitioners must ensure reasonable travel time between registered practice locations.
- Practitioners at medical examination and treatment establishments under the Ministry of National Defense may not be registered as heads of private hospitals or medical examination and treatment establishments established and operating under the Law on Enterprises and the Law on Cooperatives.
What are the regulations on the application for a certificate of medical practice in the military in Vietnam?
Pursuant to Article 8 of Decree 50/2019/ND-CP stipulating the dossier of application for a practicing certificate as follows:
- An application for a practising certificate.
- A valid copy of the diploma or certificate of professional qualification for the medical salary or certificate of heirloom remedies or heirloom cures issued by the Minister of Health or the Director of the Department of Health; As follows:
+ Professional diplomas in medicine;
+ Bachelor of Medicine diplomas issued by foreign countries, recognized by the Ministry of Education and Training as equivalent to university degrees and accompanied by certificates of additional training by disciplines and majors suitable to the training period of at least 12 months at lawful training institutions of Vietnam as prescribed by the Minister of Health shall be considered is equivalent to a doctor's degree and is certified to practice with the title of doctor;
+ Bachelor's degree in chemistry, biology, pharmacist at university level and accompanied by certificates or certificates of specialized training in medical technology on laboratory with a training period of at least 03 months or postgraduate training diplomas in laboratory specialties;
+ Certificate is a medical salary or certificate of a person with heirloom remedies or a person with heirloom healing methods issued by the Minister of Health or the Director of the Department of Health.
In case of loss of the above professional diplomas, a certificate of graduation or a valid copy of the certificate of replacement of the diploma issued by the training institution where such professional diploma was issued.
- Certificate of practice time according to Form No. 03 Appendix I issued together with Decree 50/2019/ND-CP.
- Valid copies of diplomas graduated as resident doctor, specialist 1, specialist doctor 2, except in the case of a physician, a person with heirloom remedies or heirloom cures.
- A curriculum vitae certified by the head of the agency or unit where he works at the regimental level and its equivalent or higher.
- Two color photographs, white background, size 04 cm x 06 cm, taken within a period not exceeding 06 months from the date of application.
