What are addictive drugs according to Vietnamese regulations?
According to the provisions of Clause 1, Article 3 of Circular 20/2017/TT-BYT, narcotic drugs include the following types:
- Any drug that contains one or some narcotic active ingredients; any drug that contains both active ingredients and psychotropic active ingredients regardless of availability of drug precursors specified in Appendices I, II, III hereof.
- Any drug that contains active ingredients (regardless of availability of psychotropic active ingredients or drug precursors) combined with active ingredients other than narcotic active ingredients, psychotropic active ingredients and drug precursors where the concentration of the narcotic active ingredient exceeds the limits specified in Appendix IV hereof.

Pursuant to Appendix I issued together with Circular 20/2017/TT-BYT stipulating the list of addictive substances:
This category includes:
- Isomer of the above substances if it exists as the name of a specific chemical substance.
- The esters and ethers of the above substances if they exist, unless they appear in other categories.
- Salts of the foregoing, including salts of esters, ethers and isomers of the foregoing, if present.
