What have been the results of the process of ensuring food safety in recent years in Vietnam?

In Directive 17-CT/TW in 2022 of the Central Committee, the process of ensuring food safety in 10 years has been summarized according to Directive No. 08-CT/TW of the XI Secretariat, thereby achieving the following results:

- The awareness and responsibilities of party committees, authorities, mass organizations, production and business establishments and people about food safety have made positive changes

- Health and interests of consumers are concerned

- System of legal documents, regulations and standards on basic food safety to meet the requirements of state management and international integration

- Initially forming clean raw material areas and safe food supply chains.

In addition to the above results, there are many shortcomings and limitations as follows:

- Many party committees and authorities have not been drastic, lacking initiative and closeness in leading, directing, inspecting and supervising the work of ensuring food safety

- Unsynchronized, low-efficiency management model

- The coordination between state management agencies on food safety is not close, there are many loopholes. Many production and business establishments violate regulations on food safety; the situation of smuggling food across borders, false food advertising, abuse of pesticides, veterinary drugs, growth stimulants is complicated

- Food safety in industrial parks, educational institutions is not guaranteed... greatly affecting food security and safety.

What tasks and measures are implemented to ensure food safety in the new situation in Vietnam?

According to Directive 17-CT/TW in 2022, the Central Committee has set out the following measures and tasks to ensure food safety in the new situation:

- Party committees and organizations shall strengthen their leadership, direct and strictly implement the Party's guidelines, policies and laws on ensuring food security and safety; include objectives and targets on food security and safety in programs and plans for socio-economic development of localities and units.

- Promote propaganda, education, raise awareness, determine responsibilities and actions of party committees, organizations, cadres, party members and people in ensuring food security and safety. Heads of committees and authorities at all levels are most responsible for ensuring food security and safety in their respective areas.

- Focus on reviewing, amending, supplementing and perfecting the legal document system, coordination mechanisms between ministries, sectors and localities, standards and regulations on ensuring food security and safety

- Strengthen inspection, inspection and supervision of food security and safety; resolutely fight, prevent and strictly handle organizations, individuals, production and business establishments that violate regulations on food security and safety

- Promote the mass movement to detect and denounce violations of food security and safety; create public opinion, consumers condemn and boycott products and goods that do not ensure food safety.

- Building safe and quality food supply value chains; prioritize the development of specialized areas for clean and safe agricultural production. Control food safety right from inputs in production and business; link with safe food supply value chains according to international standards and regulations, ensuring that people have access to and use safe and sustainable food.

What measures are there to prevent and prevent food safety incidents in Vietnam?

Pursuant to Article 52 of the 2010 Law on Food Safety of Vietnam, it provides as follows:

Article 52. Prevention of food safety incidents
1. Organizations and individuals that detect signs of a food safety incident shall immediately notify it to the nearest health establishment or People's Committee or a competent state agency for taking prompt preventive measures.
2. Measures to prevent food safety incidents include:
a/ Ensuring safety in the process of food production, trading and consumption;
b/ Educating, propagating and disseminating food safety-related knowledge and practices to producers, traders and consumers;
c/ Examining and inspecting food safety in food production and trading;
d/ Analyzing food contamination risks;
e/ Investigating, surveying and storing data on food safety:
f/ Storing food samples.
3. People's Committees at all levels shall implement measures to prevent food safety incidents in their localities.
4. The Ministry of Health, the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade shall organize the implementation of programs on surveillance and prevention of food safety incidents and the application of measures to prevent food safety incidents occurring overseas which are likely to affect Vietnam in their assigned management domains.
5. The Ministry of Health shall assume the prime responsibility for. and coordinate with concerned ministries and sectors in establishing a system for warning food safety incidents.

Accordingly, to prevent food safety incidents, it is necessary to take the following measures:

- Ensure safety in the process of food production, trading and use;

- Educating, propagating and disseminating knowledge and practices on food safety to organizations, individuals producing, trading and consumers;

- Inspection and inspection of food safety in food production and trading;

- Analysis of the risk of food contamination;

- Survey, survey and store data on food safety;

- Save food samples.
