How is impairment classified?
Pursuant to Clause 1, Article 3 of the 2020 Law on Persons with Disabilities of Vietnam, there are 6 forms of impairment as follows:
- Mobility impairment;
- Hearing and speaking impairment;
- Visual impairment;
- Mental impairment;
- Intellectual impairment;
- Other disabilities.
At the same time, according to Article 2 of Decree No. 28/2012/ND-CP defining the definitions of the above disability as follows:
- Mobility impairment means partial or total loss of the mobility of the head, the neck, the lower or upper limbs, or the body, that restricts the dexterity.
- Hearing and speaking impairment means partial or total loss of the hearing or speaking function or both hearing and speaking functions; or the function to pronounce words and sentences clearly, leading to limited communication or information exchange in words.
- Visual impairment means partial or total loss of sight and senses of light, colors, images and objects in normal light and environment.
- Mental impairment means disorder of senses, memory, feeling, thought and act control manifested abnormal speech or acts.
- Intellectual impairment means partial or total loss of perception and mind manifested in the slowness or inability to think, to analyze objects, phenomena or to solve problems.
- Other disability means partial or total loss of bodily functions causing difficulties in work and daily-life activities and learning that do not fall into the above cases.

According to the Guidance Document for Early Detection - Early Intervention of Child Disabilities, announced by the Ministry of Health on January 31, 2023 and issued together with Decision 359/QD-BYT in 2023, there are a number of causes of disability in children are as follows:
In particular, in prenatal causes, it is mentioned that the age of mother and father is one of the causes of disability in children.
Specifically: The age of the mother over 35 years old and the father over 45 years old is one of the risks of having a child with a disability.
In addition, the causes before birth also have cases such as:
- Maternal diseases during pregnancy (virus, thyroid disease, fetal toxicity, diabetes, trauma...).
- Mother exposed to toxic environment during pregnancy:
+ Heavy metals
+ Toxic substances used in agriculture, food - Medicines - Stimulants: Alcohol, narcotic substances, etc.
- Maternal nutrition
- Infections
- Abnormalities of chromosomes, genes, fetal genetic material.
Currently, Vietnam has about 1.2 million children with disabilities aged 0-17, the rate is 3.1%. The most common type of disability in children is motor and language. In which, the main cause of disability in children is birth defect (accounting for 55-65%), the rest is disease.
What are the healthcare criteria for children with disabilities in Vietnam?
According to the Guidance Document for Early Detection - Early Intervention of Child Disabilities, announced by the Ministry of Health on January 31, and issued together with Decision 359/QD-BYT in 2023 with statistics on healthcare criteria for children with disabilities in Vietnam as follows:
- During the United Nations Decade for Persons with Disabilities (1983-1992), a series of conferences considered the establishment of coordinated programs for children with disabilities in need of medical intervention to develop a unity for the design of modern care.
- These conferences have established the criteria of the best medical care model for children with disabilities and children with developmental problems as follows:
(1) Make the child and family the focus of medical care.
(2) Based on the needs of the child and family, as determined by the results of a comprehensive and appropriate assessment of the child and family.
(3) Encourage the child's normal life at home and in the community.
(4) Provide guidelines for families in creating an environment that supports and nurtures their child's development.
(5) Ensure children's access to a range of comprehensive social, educational and health services.
(6) Encourage children and families to become informed consumers by increasing knowledge and information about the healthcare system.
(7) Effective and efficient service supplies must be available. Contribute to coordination and communication between the child, family, school and other relevant agencies.
(8) Improve the functional independence of children and families.
(9) Protect the integrity of the family structure.
